Background:
Hickman County Tennessee has been awarded CDBG Disaster Recovery Grant from the Tennessee Department of Economic and
Community Development (TNECD) to prepare a Floodplain Management Plan in April of 2026 . This Request for Qualifications
(RFQ) is being sent in response to this funding award. CDBG DR funding will be used to create a Comprehensive Flood Management
Plan that will support long-term flood mitigation, enhance preparedness, and improve coordinated response and recovery efforts.
Through this RFQ, we seek to identify professional service providers with demonstrated expertise and experience to assist in the
preparation of a Floodplain Management Plan that identifies and maps flood prone areas, evaluates watershed conditions and flood
risks, and establishes long-term mitigation strategies to enhance preparedness, reduce future flood damage, and improves coordinated
response and recovery efforts. We also intend for the selected firm to provide recommendations for implementation projects that will
at a minimum include specifications for monitoring and modeling software to be purchased with grant funds and debris assessment
and cleanout of designated, affected flood-prone areas in Hickman County.
Project Completion Date:
The date of completion of all contract deliverables is December 31st, 2026.
Project Area:
The geographic area of focus for this project includes:
“The proposed activity consists of the development of a countywide Floodplain Management Plan that will address flood risks
throughout all areas of Hickman County, Tennessee (FIPS 47081). Because the plan is not limited to a single site, its physical location
encompasses the full geographic boundaries of Hickman County. Hickman County includes the following ZIP Codes: 37025, 37033,
37098, 38454, and 38459. The county contains six census tracts: 950100, 950200, 950301, 950302, 950400, and 950500. Major
transportation corridors within the study area include Interstate 40, State Routes 7, 46, 50, and 100, as well as numerous county
roads and rural communities.
The Floodplain Management Plan will evaluate all major waterways and adjacent flood-prone areas within the county. Key rivers
include the Duck River, Piney River, Little Piney River, and portions of the Buffalo River, along with numerous tributaries such as
Lick Creek, Swan Creek, Sugar Creek, Indian Creek, and Beaver Dam Creek. Many of these waterways have a documented history
of flooding.
The Piney River, which flows through the communities of Pinewood and Nunnelly in eastern Hickman County, was the source
of the 2021 flooding event; however, the plan will assess all residential, commercial, agricultural, and public infrastructure areas
countywide. The study footprint includes all known high-risk locations along rivers, tributaries, bridges, culverts, low-lying roadways,
and other vulnerable areas to support mitigation and long-term flood resilience.”
Project Administration:
The Hickman County Emergency Management Agency (EMA) will be the lead entity responsible for completion of the requested
Floodplain Management Plan and the ongoing operations, oversight, and maintenance of the activities completed by this project.
The Hickman County EMA is the designated county agency responsible for coordinating mitigation, preparedness, response, and
recovery efforts for natural or manmade emergencies and disasters. Upon completion of the Flood Management Plan, the Hickman
County EMA will continue to work with flood-management professionals, state agencies, and local government departments to
ensure the plan is updated, implemented, and integrated into countywide emergency operations.
The South Central Tennessee Development District (SCTDD) will provide project and grant administration services to ensure that
this project is fully resourced and completed in a timely manner to meet TNECD CBDG DR grant requirements.
Floodplain Management Plan Purpose:

“Floodplain management plans aim to identify flood hazards, assess risks, and implement strategies to protect people, property,
and infrastructure. They focus on improving the security and quality of life for residents living on floodplains, ensuring that future
development considers flood risk, and preparing communities to cope with flooding events effectively.”
