The lots would be 1.2-1.4 acre lots. They plan to have approximately 3 shared water wells. Building Commissioner, Robert Atkinson, stated he feels this is not a good idea. Disapproved. 7. Old Business: a. Continued discussion on updating Land Use and Transportation Plan. Building Commissioner, Robert Atkinson, stated there will be a meeting scheduled for mid to late July with Grisham Smith. The Commission felt the recent draft from Grisham Smith does not depict what was presented at the last meeting. The next meeting date needs to be nailed down. b. Proposed amendment regarding Type I Home Occupations (written by Dan Mecklenborg). Building Commissioner, Robert Atkinson, presented the proposed amendment regarding Type 1 Home Occupations. Hickman County Solid Waste Meeting July 1, 2024 @ 5:00 PM Hickman County Justice Center The meeting was called to order at 5:00 PM by Solid Waste Chairperson, Wylie McNair. Roll call was conducted by Solid Waste Director, Jordan Sachs, with the following committee members present: Wylie McNair, Danny Clark, Matthew Barnhill, Dusty Jordan, and Ricky Murray. Additional persons present included Solid Waste Director Jordan Sachs and Mayor Jim Bates. Chairperson McNair presented the meeting agenda. A motion to approve the meeting agenda was made by Matthew Barnhill and seconded by Dusty Jordan. All were in favor, with none opposed. Motion carried. Meeting minutes from the June 3, 2024 meeting were presented for approval. A motion to approve the meeting minutes was made by Dusty Jordan and seconded by Danny Clark. All were in favor, with none opposed. Motion carried. The Trustees report was presented by Sachs. The July 2024 report shows the ending balance is $709,138.25. A revenue report from the Finance Office shows that total revenues ended the year at 107.14% of what was budgeted. Sachs indicated that about $30,000 worth of recycling has been sold but not yet paid for, and about $80,000 worth of grants have been awarded but not yet paid. An expenditures report from the Finance Office shows that total expenditures ended the year at 81.51% of what was budgeted. Sachs indicated that June's disposal bill has not been received yet and is expected to be between $50,000.00 and $60,000.00. Dusty Jordan made a motion to approve the financial report. The Tonnage Report shows Class I tonnage down approximately 190 tons from this time last year. Sachs indicated that this report was provided verbally from waste management and may be an error. Solid Waste will be closed in observance of Independence Day on July 4, 2024. Sachs reported that he has spoken with three engineers about the East Center upgrades and received proposals from two. Based on qualifications and prior work history with the department, he recommends that Hillsdon Engineering be selected. Danny Clark made a motion to hire Hillsdon Engineering for the East Center Project. Matthew Barnhill seconded the motion. A roll call vote was conducted with 5 voting yes and none opposed. Sachs reported that scales close 15 minutes before the gates to allow time to complete the reports required by the state comptroller and to prevent the public from getting locked in the site when the gates are closed. There have been issues with people expecting to use the scales during this time. Sachs proposed upgrading the signs at the landfill as a solution. Sachs requested to use a portion of the reserve fund to cover the cost of a skid steer pickup broom for housekeeping at the Skyview site. The cost of the equipment is $5,906.00. Sachs indicated that the broom will help with cleaning the road of nails, litter, and mud. Danny Clark indicated that a budget amendment would be necessary. Waiting on comptroller for approval for release of items. Clark mentions the "Harvill" building needs a new name and signage for clarity of ownership. Mayor - Jim Bates TDOT I-40 light installation project at Exit 50 requires county resolution stating county will cover light bill and maintenance in perpetuity. Approx costs $6K for annual bill and maintenance. Clark and Callicott agreed to sponsor resolution for presentation at this month's Legislative Body meeting. Mayor reports he asked TDOT to include Bucksnort exchange as part of the light installation project as it is not on the list. TDOT says will consider it. CBG Grant of $1.984M coming to Hickman County for disaster recovery and Mayor recommended we use it for flood mitigation. Priority will be Mill Creek repair. Other uses could include anything damaged by prior storms and tornados incl houses but there are no known homes needing this work at this time. While at Tech he had the unique opportunity to study abroad in four different countries. He was selected to work on a Comparative and Regenerative Beef production project, and elected Vice President of Delta Tau Alpha Agriculture honor society. While in high school he raised a flock of chickens and sold eggs locally, including delivery. "I am a very curious person who loves to ask questions. In my free time, I love to fly my drone and do photography. I also love to play guitar and piano. I am very passionate about agriculture and helping farmers. I am excited to Holden Cornett be a part of the UT Extension program." Ag & Natural Resources Agent hcornet1@utk.edu Agriculture and Natural Resources Com Test Plot on Tim Johnston's Farm. There are currently seven varieties of corn on this test plot. The plots will be evaluated and notes keep on these varieties. The purpose of this test plot is to see how the seven variates compare with each other and react to their environments and which will produce the highest yields, and see what diseases/pest affect them and how the react. Holden participated in the Hickman County AG and Arts Tour on June 21, and helped USDA with promoting Agriculture and programs available to the public and how it can help them. He attended 2 Beef Shows. Since starting in June, he has helped many clients, made several farm visits and attended Farm Bureau Board meeting. Youth Beef Shows Ella Callicott and Luke Fisher showed their Hereford heifers in the at the Tr-County Show (Dickson, Hickman and Humphreys) in April. Luke showed in regional and state Beef EXPO in June. Programs in agriculture and natural resources, 4-H youth development. family and consumer sciences, and resource development. University of Tennessee Institute of Agriculture, U.S. Department of Agriculture and county governments cooperating. UT Extension provides equal opportunities in programs and employment. Family and Community Education CARE grant ended May 31, 2024. $250,000 spent with United Way of Williamson County as the fiscal sponsor. The grant in collaboration among community centers will continue to provide mental health support and foster resilience that improves the overall health and well-being of individuals and families of Hickman County. The community centers receiving funds were East Community Center, Shady Grove Community Center, Pleasantville Community Center, Nunnelly Community Autumn Vespie Center, and Bemard Community Center. Over the past 18 months, 5 community Family Consumer Sciences Agent adabbs@utk.edu centers have implemented construction projects to add amenities to the facilities. The enhancements have made the centers safe, accessible, welcoming, connectivity friendly, and were all necessary to better serve the community. ISP "Infinity Safe Place" programming was implemented in four of the centers. ISP goal is to increase the skills of problem solving, resolving conflict, coping with daily issues, and overall mental and physical health education of our youth. Each center received new technology to utilize such as laptops, TVs, and printers. The grant united the community centers county wide. Each month meetings were held where ideas were shared among the community centers and health council members. Physical activity classes were offered during the grant period such as chair yoga and tai chi at some of the centers. 4-H Summer 4-H Camps Junior 4-H Camp, May 27-30, 16 Campers, Donna Bradley 2 teens & 2 adult leaders County Director, 4H Agent Electric Camp. June 25-28, 2 campers dbradle2@urk.edu Line & Design Camp, July 8-10 Daisy Daisy The Shooting Sports BB Team competed in the State BB & Air Rifle Jamboree on March 23. Team 1 placed 2nd and Team 2 placed 7th. Numerous team members won individual awards. Jackson Mayberry and Matthew Wright competed in Air Rifle. Jackson placed 4th in the Jr. High Division. June 30th-July 3rd, the Hickman County Muddy Ducks traveled to Benton, AR for the Daisy National BB Gun Championships. The 2nd place team consisting of Elias Breece, Megan Connor, Braxton Gibbs, Abbie Jude, Evan Manor, Walker Mayberry & Takota McAlister competed along with last year's team members Ariel Gibbs, Callie Jude and Jackson Mayberry. These 3 competed in an individual Champions competition because they attended last year's Daisy Nationals. Callie won a bronze medal for placing 3rd in the Standing Position. Other shooting sports team members are Gabe Gibbs, Jeremiah Hams, Jase Jenkins, Serenity Manor, Marshal McCauley, Levi Stinson, & Mathew Wright. Coaches are David Dick, Candace Gibbs, Sarah Jude and Eric Mayberry. 2nd Annual Hickman County Youth Arts Festival was held Saturday, June 8. The event was a partnership with UT Extension, Ag Pavilion & Fairgrounds Board, Economic and Community Development & TN Arts Commission. 15 youth exhibited visual arts and culinary arts, 10 of those exhibitors were vendors & sold their art, baked goods and concessions. From 12-6pm, 30 youth performed on stage by dancing, singing, & doing skits. The $1500 grant from TN Arts Commission made the event possible. $600 went directly to the youth in prize money and payment of performers. Hickman County Opioid Settlement Board Meeting Minutes July 9th, 2024 Board members present: Chairman Leon Brower, Vice-Chair Carla Moore, Misty Moore, Amanda Gordon, Melanie Totty Cagle, Joey Cox, and Mark Walton. Non-voting members present: Jim Bates, Nawel Noor. Non-voting board members not present: Crystal Fitzgerald The meeting was called to order by Chairman Leon Brower at 5:00pm. After the roll was taken, Chairman Brower led the board in the pledge and prayer. Vice-Chair Moore made a motion to approve the agenda. Seconded by Melanie Cagle. Agenda approved. Vice-Chair Moore made a motion to approve the minutes from the June 11th meeting of the board. Seconded by Joey Cox. Minutes approved. During the public comment period, Kristi Tinin-Hodge of Hope in Recovery asked about how to collect data on those served while preserving anonymity. Vice-chair Moore affirmed the importance of preserving anonymity and collecting numbers without sharing names. Mayor Bates commended long term data tracking as important to judge the effects of recovery efforts. Melanie Cagle recommends collecting demographics of population served, but without attaching names. Ms. Hodge also inquired about the number of applications received to date and received an answer that no completed applications have been submitted but several members of the board have received inquiries. As an item of old business, Chairman Leon Brower asked Joey Cox if he had an update on United Way's interest Hickman County. Joey Cox said he shared the application with Debbie Rainey and she said United Way is trying to recruit Autumn Vespie to be the local representative of United Way to offer childcare, counseling, re-entry services in a self-sustaining office in Hickman County. Vice-Chair Moore asked if this includes a physical presence. Joey Cox replied in the affirmative, though they might start off serving via community centers before they find a permanent office. Mayor Bates added that they are trying to get a foothold SO they can qualify for federal funding once they're established SO opioid settlement funds would not be their sole source, just to get started. Melanie Cagle asked if there was room for them in the newly purchased Harvill Bldg. Mayor Bates responded that it is full, but openings may occur down the road. Under new business, Chairman Brower recommended hiring a part-time contractor to read through applications and ensure completeness before passing them to the board. The contractor could perhaps also help people apply for state funds outside of Hickman County's own application window and handle reporting tasks for the board, something Crystal Fitzgerald is currently doing. Nawel Noor suggested that she make an estimate of hours outside of the application window SO the board has a more exact idea of how many hours needed. Melanie Cagle floated the idea of joining forces with another county to hire a full-time person and wondered if it will be possible to find part-time help. Chairman Brower stated that he knew someone he thought would be interested. Misty Moore asked what qualifications the contractor would need to have. Vice-Chair Moore suggested the contractor have general administrative skills and familiarity with necessary software such as the Microsoft Office suite. Joey Cox affirmed the idea of hiring a contractor and anticipates the board will become very busy once the applications arrive. After discussion concluded, Chairman Brower made a motion to hire a part-time contractor and hash out final details later. Seconded by Mark Walton. Motion carries. Melanie Cagle stated that the county will need to adopt an MOU with this individual with clear contract dates to make it clear to the IRS that this person is not a county employee. If the county commission would approve a full-time grant person, we could use some of the opioid funds to supplement that position. Nawel Noor recommended asking Crystal Fitzgerald to advise on how to pay and manage the part-time contractor and how much time she thinks it would require. Vice-Chair Moore suggests that perhaps a stipend paid in lump sums per month instead of bi- weekly payments would be simpler. As another item of new business, Chairman Brower recommended setting aside set amount for board expenses, perhaps $5,000. Vice-Chair Moore advised the board that the reimbursement would differ from corporate settings because the state is giving latitude to craft the process in a way that works for the county. She suggests asking Crystal Fitzgerald to reserve $5,000 from the fund for potential larger expenses, such as conferences. Melanie Cagle mentions that the county already has a template for reimbursement and an expense reimbursement form. Chairman Brower made a motion to set aside $5,000. Seconded by Mark Walton. Motion carries. As another item of new business, Chairman Brower explains that Nawel Noor needs to step away from secretarial duties and asks for any nominations or volunteers for the position. Melanie Cagle clarifies that this position is separate from the part-time contractor position discussed earlier but would oversee that contractor. Melanie Cagle volunteers to serve as secretary. Chairman Brower makes a motion to nominate Melanie Cagle as board secretary. Motion carries. The last item of new business was some information from Vice-Chair Moore about a quarterly call with the State of Tennessee with helpful information for opioid boards around the state. Extension and Hickman County ECD. Each of the artists could enter work in competition and/or set up displays. Some sold their art. Categories represented were sculpture, painting, drawing, photography, culinary arts, fabric arts, handmade jewelry, and other crafts. Each exhibitor was interviewed onstage by the master of ceremonies during the afternoon and were able to introduce themselves, tell about their art, how they got started in their art and a little about how they do it. Performers included musicians, dancers, theatrics and singers. An impromptu performance of Snow White was directed by Clay Harris, local playwright and director which involved 14 children under the age of 14. Ages of performers and artists ranged from age 5 to age 17. Children and parents were enthusiastic about the festival and indicated that they wanted it to continue, some offering their help next year in putting it on.
