Mina also brought up that November is Fine Forgiveness month. Instead of collecting money for overdue fines, individuals can bring in personal care items to be donated to the Bulldog Boutique or Eagles Emporium for students in need. A motion was made by Jennifer Hudgins to close the county libraries on November 10, 2026, and April 15, 2027, for the continuing education classes offered by the regional office for librarian staff. The motion was seconded by Barara Mayberry, and the motion passed unanimously. Following the librarian report, Anne Osborne, Regional Director, gave the regional librarian report. She informed the board that the training in Nashville was well attended. She also provided a list of all upcoming training seminars. She informed the board that the Spring Hill library has a new director, Jennifer Jenkins. Anne made all new trustees aware that they can do new trustee orientation at the Columbia office. Anne did confirm that the regional office has received the Hickman County Library's MOE and it is in review. Mina let the board know she did attend all 3 READY TN Connect sessions. Moving on the Building and Grounds, Mina gave an update on the memorial bench for Mr. David Dansby. The bench should be delivered by the end of September. She also informed us that the "Minnie Pearl's Front Porch" mural has been started and will be finished by November 1, 2026. Ms. Anne did have a question about the upkeep of the grounds that was addressed in July. Mina updated that the grass is cut every two weeks and informed that weed killer has been sprayed. Next on the agenda was New Business. Mina went over the library's Purchasing Policy. Cindy Chessor suggested changing the wording in sentence one, line three to: "provided the library is operating within the annual budget approved by the library board each fiscal year". A motion was made by Angel Tanner for this to be approved and it was seconded by Barbara Mayberry. The motion carried unanimously. The Board also reviewed the "Inclement Weather Policy". In regard to closing the library, we were made known that the library usually follows what the administration offices of the county do per the mayor's instructions. A motion was made by Jennifer Hudgins that this policy be approved, and it was seconded by Cindy Chessor. The motion carried. Along with the New Business, Jennifer Hudgins made the motion that the library CD, which will mature on October 28, 2026, be rolled over into a 2-year CD term. Barbara Mayberry seconded the motion, and it was approved unanimously. The board also approved that Mina Dressler has the authority to roll it over to the 2-year term and to make decisions for this to take place. Mina informed the board that she has informed Mayor Chilton of the desire for automated doors to be put in the library, and the cost would be around $11,000 per building not including electrical work.
