16:27 all right we have a working session tonight starting at six o'clock to our May meeting will be follow at 16:34 seven o'clock Thomas Gilbert 16:39 so for our work session tonight we are going to work on finalizing our budget 16:46 for the 2023-24 fiscal year and there are a 16:51 couple of things that I don't want us to forget about that need to be included in the budget 16:57 specifically one is there was new law passed that went into effect in July of 17:03 22 that the board's allocation for compensation must be included in your 17:10 budget it's been in our budget but it specifically has to be lined out and 17:16 can't go above what the County Commission receives each month 17:23 contacting the finance office the school board has typically done things a little bit differently than the 17:31 County Commission and the road commission each of those has a board the 17:36 road commission works very similar two hours they have a board they have maintenance of effort so 17:43 they do not do any mileage they just do a flat fee of 200 per month 17:50 that's what the County Commission also receives a flight fee of 200 per month 17:56 no matter the amount of meetings my mileage just a flat fee uh the school 18:02 board has and I cannot find Crystal could not find when it started 18:10 no no no of where our compensational levels for right now it was set by the County Commission we came back in 1997 18:18 it could not come on so if there's been a tier where you get a certain amount 18:23 for a regular session a certain amount for special called and mileage 18:28 um so it would be easier for finance office to 18:33 just do a flat fee like the other boards do um but that's up to you guys on how you 18:39 want to do that it's no longer set by the commission but it does have to be included in your budget that is 18:45 eventually approved by the conventional results so that's something that we need to be sure that we include 18:53 okay so do you want us to go ahead and talk about putting it in the budget 18:59 it needs to be done so we'll just do it then I don't know that we're well let me 19:04 ask you this question while we're in we're saying are we are we even ready to approve a budget tonight I mean 19:11 do we have a budget that's ready for approval I feel like we do that okay all right I 19:18 saw I saw the email come in last night I didn't looked at it yet okay 19:25 if not we can do a special call to to address that and and meet again I 19:31 don't feel like we everybody's going forward yeah well we gotta then we gotta 19:38 review quite a few things because we hadn't we hadn't settled on or raise them out try to raise them out so when 19:44 you just and we only have this one hour work session to do it all so um I like having a fixed in time for the 19:52 work session by the way um so that we just have an hour but um if we can get through and get happy with 19:59 everything that's in there that's fine um at any rate um we got addressed this with the long 20:05 I've got some papers I can give you guys now to look at what it needs to be doing 20:10 you talking about the board compensation yeah well to bring it in my yeah 20:16 right now when you say the law we've got some problems there's a copy of the law right there yeah 20:30 so what about what's the actually does this and I I know the 20:36 total that I made last year he was doing my taxes but what what's the pay schedule for Board of Education now well 20:43 it's 60 remaining 25 for a special call plus mileage going don't spend it all in one place 20:51 laughs and and you're saying that the flat rate that the accounting commission does is 20:57 you just it's 200 per month oh it's not per and it's per month okay that's it 21:02 regardless of the meetings regardless of the meetings regardless of the travel yeah it's a plot fee which we've wore it 21:08 out so far this year I mean we've met a time and and you can't go above that 200 21:15 a month in compensation because you can't under the law you can't go above the compensation of the County 21:21 Commission 21:32 yeah it kind of confuses to them that's kind of knowledge but the law 21:38 says it has to be in the budget itself yeah so we put it in the budget in line item two 21:44 some people could drive two miles over here or three and some drive 60 miles round trip if you depend on where you 21:51 live in the county so is this a I mean without reading all this round is this a do do number one or 21:58 number two okay let's go to accommodate the alignment of 22:05 compensation and since we're different than the County Commission we meet in 22:12 different locations around the county at schools so that's why I put number two 22:18 in here absolutely with the county the county goes to one place all the times right 22:23 but they don't have number two no but can we have so we can have numbers 22:29 you're saying you just can't have a compensation level over but we need a line item with the 22:35 amount of money but yeah some amount of money which is what we have right now 22:43 there's no there's no 355 in there so the County Commission also gets the uh 22:49 no medical insurance yes that the road commissioned just now but 22:54 they're they're realized there are different Insurance than we are because they contract differently than us oh 23:02 they do so this would allow board members to participate in the same insurance that the employees did no no 23:08 or the county does no can't participate on the church 23:13 what's the counties I guess I'm asking what the cost is you 23:20 know yeah the when I talk to the finance this matter uh the road commission or 23:27 the school board would not be eligible for benefits the County Commission is but the school board that the school 23:33 board can get medical insurance and the 23:38 if this could work this side there's a whole is paid part of that it can be done 23:44 that's it I was about to say Rollins thinks that I'm just going by what round put together for us here which 23:50 looks like in analysis the TTA 49 yeah 202. 23:55 so I think as long as you're not going over what let's say the County Commission gets I 24:02 think it's 600 per person I believe towards their medical insurance I think 24:09 if you don't go over that then we would be fine that's for single person yeah 24:14 families was like a thousand so I'm just asking this to know the number uh I like 24:21 the idea of the flat rate by the way rather than it being some particular different number of I mean 24:29 um and I've said many times is like 25 dollars pay to go to a board meeting I I 24:36 honestly would rather be zero than that because that's kind of like you can't even do that that's against the law 24:43 per day it's almost like a joke you know but um a matter of fact the law the laws 24:50 taken there the last part of it is States it can't help anything lower than four dollars a day for each day you 24:55 would you can't even you can't even drive up to the point one 25:02 gallon of gas so what what's your recommendation Ron 25:09 to motion both of these things ideas so does the 16 800 for the budget 25:15 will that include the cost of the health insurance too no you can't put that in the same line that's seven times twenty 25:21 four and every separate lineup oh is that what that's seven times um 25:26 now there's additional I know I know on training days we get paid in 25:33 paid and mileage for that is that effective in this state 25:39 oh you're talking about when you go up to yeah when we go to when we go to tsps 25:44 you get to take conversation and then you file a travel voucher when you get back here our board policy says that you 25:51 have to be reimbursed for your expenses and curve as a board member for trainings and things like that okay if 25:58 you feel out of trouble I didn't feel like travel voucher the last time 26:12 and those are training sessions each of you that individually 26:18 they're required that you don't all it's not a meeting it's not a called meeting it's not a session where you're meeting 26:24 together that's why you have to fill that paperwork out when you go up there that for that yeah right 26:31 yeah like it was stuff up thank you 26:37 okay so then I guess the question is what what do we budget to cover the health insurance do we know what the 26:43 what the expense if we if we have to match the County Commission does anybody know what the what chapter can we do it 26:49 I was uh I talked to Crystal today she told me that we could as long as we 26:55 found out from uh the rates in that 27:01 gotta check with our insurance because we just can't go above what the what the County Commission goes above so she's 27:07 saying it's compensation plus the amount that they pay for the benefits we got that's the cap for both of those 27:15 so Michelle that sounded like you didn't think that was the case you thought it was something different it's just not 27:20 was not what I asked her uh specifically I asked her if the County Road 27:26 Commission received benefits and she said no um 27:32 I think if you if the boy this is just Michelle's recommendation if the board 27:38 is even considering putting in a line item for insurance for the board members and all 27:45 of our employees should be offered that same I mean there's for that same benefit I have 27:53 some employees that are not this law Compares us uh with the legislative body doesn't compare us with and it doesn't 28:01 say anything about the transportation and the highway department specifically about the legislative body 28:10 so you could try to compare apples and oranges that don't work but you're saying that some employees 28:18 don't have don't have the option for medical insurance 28:26 yeah right so so what what's that rationale I mean so all of our employees 28:32 don't get offered the same thing right no our professions they're not full-time right right or 28:40 when I know when we got onto the board Doug and not Christy we all got the 28:45 insurance what happened that said that the school board could get insurance yeah I think you have to pay though 28:51 if the body chose to pay a part of it they could 28:57 yeah okay I'm not messing up mines so I've got it I mean I got it because 29:04 it might work too but I mean in general I like the idea of making it more attractive my word we're one of the few 29:10 counties and and I know this has been involves kick down though Mr Bradley I mean was Mark II about County 29:19 and oh let's let your body get an insurance and Order probably one of maybe two in a state that does that I've 29:27 talked to other County Commissioners and they just laughed it's crazy yeah I mean well now for school boards we're one of 29:33 the least uh let me say I mean School Board 29:40 in the Williams County are for Metro that yeah they make well another thousand but I thought it was on the uh 29:45 Insurance topic yeah so um 29:50 I mean the County Commission don't give it 100 paid do this they just get a credit toward it and 29:57 they can buy into the insurance too there's the uh they used to be 16 out of 21. when they were 21 members it 30:06 was in on the insurance it cost us Counting about 135 000 a year 30:16 to the extent almost thirteen thousand and they were also getting it as a 30:21 school teacher too they were coming over and event theirs plus ours so so just as 30:27 a as just a a general direction I think 30:34 I mean we should make it as attractive as possible to serve on the school board I 30:39 mean everyone knows that there's a lot of election years go by nobody even runs or 30:45 you have one person running in each district and so people are interested in being on the school board yeah maybe 30:51 making it happen yeah I mean I I think I like the idea of making it more attractive especially for somebody who 30:56 might be retired yeah or can't get insurance or whatever they don't have a job where they go or they 31:03 all they're self-employed it's all kind of right so I mean I I got life insurance idea personally I don't think 31:08 and I won't even use it yeah I probably could 31:14 cook something that because I am self-employed Floyd but I don't feel comfortable doing that when there's bus 31:21 drivers and cafeteria workers that work more than I do one time a month that 31:26 don't get the same opportunity to take it I think we'd address that too yes yeah but yeah so so that though just 31:34 just so I'm clear that's a personal preference and not a legal issue though right that's your personal preference or 31:40 did I hear that is a legal issue that's okay well it's not like it's just me I'm not going to take away from them yeah 31:47 it works good so so you you don't have to take it no I'm not going to take it 31:52 either right no I mean but but I like the idea of making it 31:58 for potential people to be on the board but it's also it also be more attractive for bus drivers sure we should talk 32:06 about that too yeah but that's a different issue and a different law and a different we're talking about the 32:12 legislative body versus us I say I say we get my opinion of the 32:18 school board membership the same the same as legislative bodyguins what's that 200 a month plus whatever 32:26 their credit toward insurance is if they want to buy an insurance that's what this motion does 32:32 whatever because there's some dollar number and I don't know what it is we're going to need to know it so Mike can put 32:37 it online somewhere but whatever we need to separate the two and go ahead and pass the one and then 32:44 wait on them it has to be passed and it has to be the budget so yeah yeah so 32:50 that's a this is an amendment to the budget well we're not doing the budget because it's denied are we here 32:56 we're not ready it's already six seven I don't think we're ready I mean but the 33:02 budget came in at like eight o'clock and I know you put a ton of hours in it over the weekend and I appreciate that but 33:08 I worked all day I haven't even looked at it so details aren't that much 33:13 different than what we previously had I gave you some additional analysis let's put a look at what you wanted yeah so 33:21 where we would be at in relation of fun balance based off of different page scenarios well let's get through this 33:28 and we can jump in and there's some small things that are different if we can get through all that 33:36 by seven then we'll do I say we vote on it but I'm just skeptical get through 33:41 all that discussion that fast so I so I I'd be fine with what you're 33:47 suggested about it right I mean what's the right thing what do you what do you think yeah 33:54 I agree with the logic of getting us treated 34:00 like the legislature later the the county I think that's good logic but I 34:05 have some pretty serious reservations with the issues we have on their own employees uh being able to come up but 34:12 you know stand with her I guess pretty good reservations about 34:17 that I mean I see I see both sides okay I I don't know if we should I would almost say would you just hold off on 34:24 the insurance and look at this again next year when we've got a lot of this mess out of our way that we've got right now because guess what it's not an 34:31 election year none of us are going anywhere it's going to be next year it's going to be next year right so next year 34:37 so why don't we just leave the staff before now and I do it but this is next year's budget my my response to that 34:44 though is um you know what all we're doing in this budget the uh what we're doing we're 34:53 doing great things for everyone's income with this budget everybody's we're talking 34:59 about and giving increases all over the place I mean good increases so we're budgeting 35:05 a lot of money to pay people for it so I I don't know I mean it's not like we're 35:11 like cutting anybody shorts I mean this is like that is good this is probably like the the most generous budget salary 35:17 wise that we've done every one of them I mean we've done some good ones in the past but 35:23 and if you you said something about making it attractive to anybody that might want to run 35:28 people pick up their paperwork to run start in February the 5th of next year 35:35 so they you know if they're interested if we wait till next to your budget this is not going to be in there for the 35:41 other people to look at that's that's why I'm saying I say we put it in that's my opinion I I understand where you're 35:48 coming from I mean I do think we need to yeah 35:53 well another thing that came up well we're talking about benefits and 35:59 budgets everything that Stephen talked to me about offering health insurance for 36:04 for bus drivers right after the meeting last week or yeah last week and you know 36:10 we we talked about that when we were in discussion like do we do uh just a a larger salary increase to 36:17 bus drivers do we give them benefits and and I think we we kicked it around again I 36:24 think maybe Sherry you said well I'd rather just put it in their paychecks yeah well I was the one who provided up 36:29 insurance for bus drivers in the cafeteria workers I think after talking when I talked to Stephen last week we're 36:36 already even I think we're already behind like on an hourly wage local 36:42 counties like Dixon you know so we're already bump it up just a little bit it's still 36:47 not going to be really enough so you know yeah so my 36:53 opinion on it is in general I think where I stand it is I agree that 36:58 we need to improve the compensation package for bus drivers right how we do that honestly I'd rather 37:06 somebody likes Steven who's knows the bus drivers or Michelle or somebody in leadership here that like has got their 37:13 finger closer to the pulse of that make a recommendation rather than us decide that and if that recommendation is health insurance 37:19 benefit then I'm for that I'm I don't want to try to make that decision if because I 37:24 think Steven's probably much more qualified to make the decision on what bus drivers would prefer I have a discussion with Stephen and uh and and 37:31 we're talking about we're about Five drivers short right now it is causing the stress on the system 37:37 and it feels like that the uh the benefits would help him also bring more 37:43 people in in a large portion of the drivers are teachers so they already got 37:48 insurance so it's not as big as impact as you think it would be and so it would be a good two just like 37:56 we talked about it would attract people to run for office yeah it would attract same workers uh bus drivers 38:03 also and so and it is so we need five drivers and we need to find them it'd be 38:09 a wonderful we could find them this Summer right and and to me it's worth 38:15 having a special call meeting to get back together right to vote on that budget 38:21 because I know that's not in because we we never we didn't tell Mike and Michelle this right right you know so if 38:26 we need to if we need to get together again make another twenty five dollars 38:32 and vote on it in a separate meeting I'd rather do that maybe sooner than later the special sure 38:40 yeah yeah 38:45 okay so and before that because that's the right time the day they vote all 38:51 right that's the day we present so it must be a balancing act then for us between you know the percentages 38:57 because I think you I think you were going to present different percentage increases 39:02 and this health insurance this health insurance is going to cost something and 39:07 how much do we pay toward it and all this other kind of stuff we should talk through but that's why I kind of I don't 39:12 think we're ready to vote on them because we're still talking about things we want changed in it 39:19 so what does everybody think about bus driver health insurance I mean that's just my opinion I think if we're gonna do bus drivers we need the cafeteria 39:25 workers too I mean yeah she's having it uh we're probably 39:31 short staffed there too I haven't talked to Miss Sharon but we are you can go ahead you can tell us 39:37 so there you go so what would your would your employees rather I mean you're what's your opinion 39:44 you think they'd rather have a pay increase or health insurance option 40:00 well they're going to get they're going to get the four or five percent well but we were talking about we were talking about the hourly rate where was 40:06 we were even doing okay I think if we did health insurance it would just be the 40:11 uh yeah 40:19 okay yeah I think health insurance is a great 40:24 benefit and and uh so okay so I know for teachers let me ask you this Michelle 40:30 for for teachers there's a fixed value that we pay I think it's like seven thousand dollars right foreign 40:46 does everybody get that or is there a tier is there different amounts for different depends on yeah correct yeah 40:53 and it depends on if they take the metaphor if they take the the benefits 40:59 okay so if they take the benefits it's a different number anything do not take the insurance they take the benefit of 41:07 it's currently 3 900 for license professionally 41:12 supervisor staff if they are non-licensed it's two thousand 41:19 benefit okay so there is another option you could you know we talked about 41:27 in our last work session about the option of being able to give this increase in wage that everyone in our 41:34 system is getting right and increasing that amount for benefits because right 41:39 now you're looking at whatever the Gap is between what that single coverage is versus 41:46 where they are in the benefits they receive the amount if you increase that 41:51 that can go to a flex account that can go to the disability that can go to like 41:57 you know whatever they pick uh and so everyone still benefits from that anytime you know if you did health 42:04 insurance some people are not going to get a bin fixed they're not going to take it right but if you did if you 42:09 increase the wage plus you increase that amount to close the gap between what 42:15 single is and what that benefit is you might but that's you might get this 42:20 squeeze but you might get to leverage both so let me I may be completely off base on this but 42:26 tell me if I'm wrong about this but if if I'm just a bus driver and I don't work as a school teacher or something 42:31 like that and I want health insurance I got to go out and buy it on the market right 42:36 yes if you don't have employment elsewhere right if I don't have a point elsewhere 42:41 and increase in this benefit doesn't change that right no but it it does increase your 42:48 like a bad flex account that's direct to my I can use that for doctor's visits 42:54 glasses I understand but yeah the group benefit that you know buy new to the group 43:00 benefit of the size of our group has got a huge value in and of itself sure 43:06 um I think look we may look at the numbers it might put together this and we made all Java draws draws would be like okay 43:14 that was a great idea then I can't afford it but why don't we just look at it I think we've got to do more and just 43:20 put a number two every bus driver when we know that's not going to be everybody Hey Stephen did you say about 15 people 43:28 probably would take it unofficial just thinking who who had insurance they 43:36 didn't have insurance who had it elsewhere that might be interested it would come up between 10 to 12. 43:42 15 times you know a lot of people have 43:47 medical so let's start somewhere else Medicare oh yeah 43:55 or teacher already or some other so that gives us a number kind of about 44:02 bus drivers well basically instead of going higher that above what the four 44:08 percent was or eight percent or whatever we're gonna go in instead of going up to the number that we asked for which I 44:14 think was like 15. um we wouldn't take it back down to 44:20 whatever the four percent step was and then I think yeah I mean the 44:26 so do we have to do 7 800 guys maybe if you're a bus driver you're a 44:32 part-time boy you're not the same you're not the same as a full-time employee maybe we don't offer the 7900 but we put 44:38 that much towards it and you get to buy into it under the Affordable Care Act you'd have to offer them if you offer 44:43 items so so we talked about the bus drivers we 44:50 talked about the cafeteria workers what is there when you say you said all one who else are we missing 44:56 doesn't cause the custodians are contracted right we have some questions we have some assistance currently that 45:04 are part-time that don't qualify for medical insurance 45:28 are teachers you offer it to all of us Travelers then they can take from both 45:34 the teacher and the bus driving one so I don't know 45:50 7 800 times two no is what whatever you offer one bus driver I think you're 45:55 going out to alternate so the other even though you've only got tenants they made this morning since I've already got 46:00 insurance before you don't have to okay okay 46:10 we all voted if we had a in church for us what we're talking 46:16 about then say several of us didn't take it then the other ones still 46:21 you know to be the same difference some will take it somewhat 46:26 and so so they couldn't get double we use for work hours a year for 1600 46:33 for just to estimate work out like hourly rate so let's say we there's two 46:38 different ways they calculated if we hit their 12 months it's 240 but if they're 46:44 full-time hourly uh I'll calculate it down to 28 so so let's say let's say a bus driver 46:50 how many hours would a bus driver put in a year bus drivers on average and this 46:56 evening yes as I figure it out at four hours very few of ours are about four 47:01 hours most of them are about four hours so when we take that Saturday right in there 47:07 that salary rate that is on the pay scale if you divide that by 47:13 I think it's 178 days would be the maximum of bus driving and like four 47:19 hours should come up I think I'm lower so 707 712 hours 47:27 plush trips 47:34 when we get audited we get audit every year on Affordable Care Act and there's 47:40 you go back 12 months and they have to average so many hours per month or you 47:46 can look at whether they are expected hours per week am I right 47:53 on that Amanda 48:00 so if you're measuring by the month you can only offer them for the month but since our insurance is year right we 48:06 have to eat maybe by the year so so just for rough math if a school bus driver Works 48:12 712 hours a year that'd be 178 days times four hours 48:20 um you know the easy math is um 48:26 multiply that by 10 and you get about 7 7 100. so 48:33 if I'm doing the math right wouldn't that mean we could pay them 48:38 ten dollars an hour more and it cost about the same as health insurance stuff I think so 48:48 are you saying for every bus driver and not just a 15 that you're planning on or 48:53 yeah well I'm just I'm just saying if health insurance will cost us in budget 7 800 per bus driver 49:01 how much could we pay them an hour more instead and it isn't five dollars an hour more 49:08 it's like 10. per hour more than we're paying them now 49:14 that's a that's a lot for insurance and not offer insurance 49:21 that so what I'm getting at is I guess where it's the end of if it's so say somebody makes ten 49:27 dollars an hour and it becomes 20. I mean that's a that's a nice interest right if they're if it's ten dollars an 49:34 hour more apparently I think it's not about Seventeen dollars an hour I mean we're talking about 49:41 69. so just for for our budgeting purposes that's the equivalent 49:47 of what it would be of off-road insurance if everyone took the insurance 49:53 so that's all that does seem like a lot like we were talking about doing an hourly wage we were talking about you 49:59 know moving people up a few dollars an hour or something like that um 50:04 doing math like that that would be like giving all the bus drivers and all the cafeteria Personnel all a 10 an hour 50:10 raise that does feel all right and I don't know that we could 50:15 stomach that in our budget would be a lot of money so 50:21 it could be given Insurance to everybody is a fabulous idea and it's Noble and 50:27 everything but we just we can't afford it 50:33 so like you got any comments on that on the insurance side well come on mine 50:41 I would love for you to tell me I did the math or something like that no events it's absolutely not that and as 50:47 far as directly how you were saying that and what it would take to you know I think 50:52 foreign 51:03 so so when you look at it from that standpoint 51:12 or seven thousand dollars times nineties 51:17 because that's basically not is that about how many we got so you're basically 630 000 before payroll 51:25 taxes 51:32 which is a lot six hundred thousand dollars I wish we could offer a lower amount we 51:40 didn't have this law but he sent us a law that we can't do anything we can't offer health insurance at a lower 51:46 benefit rate but let them buy into the group but our our 51:53 our subsidy be less because of Affordable Care Act if 52:00 they could also choose to use that money that they get and pay the gap 52:05 to get on health insurance but they can't even buy into it 52:15 so then what I said earlier it was incorrect so somebody who's a bus driver 52:21 who wants insurance doesn't have to just go buy it on the market they could buy into the school's insurance today they 52:27 would just have to close the gap between what they get toward their benefits and which is how 52:32 much well if they get 3 900 or if well 2500 a 52:37 subscriber is not a licensed teacher will get two thousand so you're talking 5900 52:44 okay so it's not it's not as much as I thought though so that's why if you okay 52:50 you could increase that to lower the gap okay I I was misunderstood that I 52:56 thought that they couldn't even buy into the group but they can't okay 53:04 you're gonna make a thousand dollars online to drive you're gonna clear a hundred dollars 53:13 pocket and there have been bus drivers that have done it I've got one right now 53:19 so you're basically working for them 53:25 their choice so then uh then to me I think because 53:32 I don't think our budget can weather another so the 5900 would be the difference 53:40 it is right now that'd be another 530 000. which 53:46 I don't know that we could when you impact wages and because that and those benefits everybody 53:54 can benefit statistics I see what you mean and 54:00 I think you can impact everybody positively because if they wanted it closes that 54:06 gap for them if you can't provide it if you can't provide it then you do but you can close that Gap 54:13 and increase the wage 54:18 I think there's a way to do those which I think is what's already you know we talked we talked about that last time 54:23 well what you put in the budget was a wage increase but you don't currently have an additional benefit dollar amount 54:32 what is in there I took the total benefit which would include the 2 000 in 54:40 the 3900 and the premiums 54:46 and multiply that by seven percent so like our discussion last week that race 54:52 to 2021 and 40 and the thirty nine hundred uh on top of my head I think it 54:58 was 49. for some odd number like that oh so the benefit amount went up seven percent off 55:04 well we didn't you all we hadn't discussed changing the benefit just knowing that 55:11 those dollars are in there because all of that is calculated in that same but but when you did seven percent 55:18 across the whole board that you know from all those medical items that would have been this 55:23 benefit correct okay and you know seven percent of a low number it's not doesn't feel significant 55:31 um as someone told me seven percent or nothing is nothing so 55:38 um I mean so it doesn't feel significant but but that is a way you can address it 55:45 well it means that it's a two thousand dollar benefit amount right is that what it was it's now 20 over yeah I mean it's 55:53 not it's not significant yeah it sounds significant but because it's a 56:01 small number it's not a you said we thought there was a way to yeah you can you guys can set 56:06 you know we just want to set the benefit left whatever you want correct I just don't think we can set the benefit of mouth and afford just at the benefit 56:13 amount of 7800 for every single employee as much as we would like 56:18 I mean I just don't think we can that five thousand benefits 57:00 which would be another 57:07 be about another 2800 comes down the employees would be 250 57:14 000. that would so if we if we bump that benefit amount to 57:19 that Mike that's just with 90 using that 90 employee number to you I'm trying to 57:25 add up in my head how many people are employees uh the uh but if we bump to two thousand 57:32 to five thousand that helped helps people either pay for their 57:38 insurance or use the benefit money at a flex account or something oh and you have to bump it for the 57:45 licensed personnel and supervisors too because then your amount would be over well we've left we've bumped the 7 800 57:52 sounds like seven percent already no it's 3 900. sure the last one is does not they do not 58:00 take the insurance and then yet uh yeah I would I would bump it for 58:06 everybody who doesn't take the insurance yeah yeah just so you all understand where 58:12 that came from before the Affordable Care Act whether you took insurance or not the 58:18 amount of money and devices 58:30 or 8600 that went to get 97.82 58:35 . I did that budget 97 . so the amount was the same back then 58:41 within the Affordable Care Act came about we also the insurance and the 58:47 requirements to call it the way I understood that I wasn't involved with this some of you on the board were uh 58:55 you could the benefit amount on the insurance had to be offered to it all of 59:01 your full-time employees to say whatever it had not been previously so anyone 59:07 will probably believe it if they want license now they've got to happen is that the same Insurance matters 59:13 Insurance not any other aspect of uh 59:19 so you have some significant reductions that people were taking at that time 59:25 because of that change going from 86 to 39 if they had insurance with their 59:31 spouse or their insurance but it was a significant budget yet and 59:37 some adjustments have to be made just so you know where that came from 59:45 so I would say and we're one of the few counties that do that those counties if 59:51 you don't take medical you don't get anything yes every word privacy 59:57 I know but we're trying to be better I agree I'm not against it I just 1:00:08 there's no there's nothing to put towards benefits that's what so I think that's a 1:00:14 recruiting tool too so this benefit amount is like a salary meaning that once increased right it can never be 1:00:21 decreased yeah because it went from 97 yeah 1:00:31 we should we shouldn't bring it back out so 1:00:36 what's that number you think why uh real quick we only have 200 and about 1:00:44 half of our Workforce is on it medical insurance yeah 1:00:53 you know the breakdown of life as far as non-license 1:01:09 but you're saying make license personnel and no one likes is the same licensed 1:01:15 Personnel who don't take the insurance right because I don't think you can 1:01:20 you can increase the benefit for in my opinion you shouldn't increase the benefit for one group of employees right 1:01:28 not in others but so I think you have you got to spread it out across the board to make it fair 1:01:34 um and whatever that number is if it's five thousand or four thousand or whatever uh 1:01:40 if if it was 250 employees and you're increasing it three thousand dollars that's seven fifty thousand dollars 1:01:47 um but whatever that is that let's say we bump it from two thousand to five 1:01:53 thousand I would say that is what we should offer the board buyers whatever the bull is at 1:02:01 toward the insurance we're talking about in the beginning conversation 1:02:09 did you follow what I'm saying yeah but I don't think we can I think you have to do what the current legislative block 1:02:14 does and theirs is the single is like 600 87 and the family is a thousand 1:02:20 something so you have to alter the same for them okay okay so it has to be the same plan 1:02:28 no it don't have to be the same plan right 1:02:35 and we're not in the same group as uh the county yeah 1:02:40 we have state all right so then it just the so then the board member benefits 1:02:45 needs a match um so maybe four or five thousand 1:02:51 dollars might be a good number to work towards White or a benefit amount 1:02:57 or either people who are who don't get the 7 800 to get the 1:03:04 I guess 1:03:11 I mean if we do that we might as well do Insurance foreign 1:03:26 now we've expanded it out to everybody everybody 1:03:32 who's part-time for the most part or next to not take the insurance 1:03:40 that was like 250. so that's why I said maybe it's four 1:03:47 thousand because if you increased it if you set the new limit at 4 000 1:03:55 that'd be 500. are you talking additional and 1:04:01 yeah an additional two thousand to bring it to four that would be an additional popping though right on the 1:04:07 lines hit some double another hit to the 1:04:13 budget right if you did that do you 1:04:19 what do you want us to put into the license if you did four thousand 1:04:25 the license benefits is currently like 3 900. 1:04:30 do you want everybody to be at four thousand that's only bad if they don't get it if they don't take the insurance though right right 1:04:36 I think it's four thousand I mean I think it's the same for everybody that's kind of what I was saying 1:04:43 I like the idea of it being this Obama 1:04:51 it was none 782 and 1500 1:05:00 I know your voice towards that about uh 1:05:07 10 minutes well so I do think that this analysis this 1:05:13 budget analysis that Mike prepared um 1:05:20 I think it's something that we need to to look at while we're together and you can ask questions and 1:05:28 so it's the fy24 budget analysis and it's budgeted versus projected based on 1:05:35 prior year percentages so just to give an explanation on this 1:05:40 but make sure you guys got everything you should have a 143 budget 1:05:48 that does contain the payroll stuff in relation to that that I 1:05:54 sent you all the other night you have the 141 budget as we will send it to the 1:06:02 board to the County Commission excuse me this is the format that they asked us to 1:06:08 send that back to you have a detailed whether you look at 1:06:15 it or not that's okay but this compares the budget that you guys have 1:06:22 been looking at for the last half month per month uh to 1:06:28 and then a comparison to a wage increase of eight 1:06:34 percent and how that projected wise would actually hit us an 1:06:40 increase of six percent to the steps and how that would 1:06:45 possibly get us in a projection of four percent keep it in mind that that holder 1:06:52 actually averages out much of the five and six actually averaged about closer to seven and they actually 1:06:59 averages out closer to nine that gives you a detailed comparison of the budgets 1:07:04 in in the actual for them this analysis page kind of summarized that so the 1:07:12 First Column there is the budget as we have been discussing for the last uh 1:07:19 half month or so um and the revenues are basically budgeted 1:07:26 at 30 million 954.050 expenditures in that budget Personnel 1:07:32 wise is around 28 million 269 000 non-personnel is nine million six 1:07:40 hundred fifty two thousand were total approximated at 37 million nine hundred and twenty two thousand 1:07:50 the very last page of this one has got what looks like Hussein bottles 1:07:58 and the budget is four percent step increase one matches exactly 1:08:04 the other three dollars is one of them 1:08:10 are they should they is that is there no this is not the exact same note this is showing is a deficit number in 1:08:19 comparison to the actual device I know but it's showing a 6.968 million deficit 1:08:26 just like on the original actual budget there are some additional numbers that 1:08:34 um Advil in those numbers at the top and I'm sorry I did not mean to uh include 1:08:39 them with the spreadsheet which is also down at the bottom of your last page was comparing the payroll changes 1:08:47 check the payroll strictly to the original budget the summary page is 1:08:54 better to work off of so specifically yeah so okay so here's my here's my question 1:09:00 like let's say we wanted to look at let's say we wanted to consider the um 1:09:09 six percent okay would we look at a deficit of 3.1 or 4.9 1:09:19 3.1 projected on actual for everything 1:09:25 so that's so this summary here okay here's what it projects well I'm just 1:09:33 that's one problem this is what I'm trying to explain the difference between this summary page and this page 1:09:40 okay so this summary takes into account the projected actual payoff at eight 1:09:49 percent at six percent and at four percent those last three columns it also 1:09:55 goes in if you'll notice the non-personnel amount is different than 1:10:01 the budgeted amount so what happened there is I took our average 1:10:09 non-personnel expenditures versus budgeted that you can see on the 1:10:15 spreadsheet back on the back side come out with an average of how we 1:10:22 perform at about 83.8 percent so I took that over the last five years 1:10:30 so I took that budgeting now I'm personnel and multiplied it by 8 1:10:38 83.8 percent 83.8 percent okay 1:10:45 so my question was how was the projected on this other the other one the other one on there on the detail 1:10:53 right did not include the projected amount of Revenue and the projected 1:11:00 amount of that percentage of 83.8 percent what was the 8380 again the 83.8 on the 1:11:08 back the 83.8 is what we have averaged 1:11:14 budget expenditures versus actual expenditures for non-personnel oh that's the spend rate okay that's suspended 1:11:20 okay you'll also see over on the column over there there's a revenue budgeted 1:11:26 versus actual at a hundred point nine percent okay so you split up real soon 1:11:35 you'll see that the revenue changes from the budget to the projected project 1:11:40 projected actual on this summary okay okay does that make sense yeah I 1:11:46 understand thank you and that's why that that's why those top 1:11:51 numbers are a little different because it was just looking at if we pull remember how we looked last week and we 1:11:57 said we had this much in personnel and insurance and stuff that we could pull 1:12:03 from the budget so that is showing the deficit just in relation to Personnel so 1:12:09 this is when we were when we were talking about spin rate last time and what would our 1:12:16 deficit be a different spend rate now you you 've done homework to figure out what the 1:12:22 spin rate's really are this is your thing right right and these are the these are the spend rates 1:12:28 based on the past five years right right did you say average last five years yeah 1:12:34 and I also looked uh in the uh non-personnel expenditure side 1:12:42 um that one has really the biggest standard deviation 1:12:47 adjustment but that is more in line because of when covet hit and we had 1:12:52 those dollars come in um we we actually received some Revenue 1:12:58 I don't want to say we received Revenue twice but we 1:13:04 we were able to spend some dollars that we got reimbursed to spend that we got it was just kind of some crazy stuff so 1:13:10 you saw a little bit of a higher percentage in that one year on that but 1:13:17 basically what we did is we took a five-year average 1:13:22 uh to come up with that and give you a scenario of where you think the 1:13:29 projected budget to actual would be at this time next year are similarly predicted deficit last 1:13:37 year's budget was 600k deficit right but that's kind of what we're kicking around yeah I can't I think I think it were 1:13:45 you said it come in 600 okay I don't know last year we ended up being 600 okay well I don't know that we've 1:13:53 closed do you even know for this year yeah the current one we're in we're not closed yet 1:13:59 where we budgeted the one we had this year I did do a quick analysis anymore 1:14:04 we're going to be around we could be 500 000 North wow 1:14:13 all right so we're going to be we're going to be uh we're a lot more closer to hitting fund balance and probably 1:14:19 will and okay but this gives you an idea and this 1:14:25 includes the two two point one million dollars that is still in there for the 1:14:30 capital we didn't pull that out just so you can 1:14:36 see how it would impact because one of the discussions you wanted to have last week was how much in the fund balance do 1:14:44 we want to get this would project that remember that it's just a projection 1:14:49 and don't hold me to it and a year from now say go do something else but the current 1:14:57 year we were from budget to now from prediction to actual we're probably ended up about a million this is what it 1:15:05 sounds like right let's say we're 400. where we're at right now yeah no no if 1:15:10 you say it if you planted for 600 I mean let's say 400 to the plus which would have been a million different than right 1:15:16 what would you what I was saying if we predicted we'd give deficit 600. yeah that's fine I mean we're going to 1:15:24 be if you're saying there's going to be 600 up under it and you come in 500 right over that's one point that's all 1:15:30 I'm saying I'm not saying difference when we're talking this year we're talking at flight 23. 1:15:39 yes and we're talking budget we're talking next year I would say right now we're 1:15:44 projecting somewhere right around thumb balance or a little bit more than fun balance it could end up being a little 1:15:50 less if revenue into just a certain place so there's 1:56:52 everybody in that classroom is open and you know okay with the dog then the dog 1:56:59 could come visit that classroom but it wouldn't like stay in the classroom but I don't want it to just be in a in a you 1:57:05 know in a specific location all the time if it's you know outside it's a field day and then everybody's okay with the 1:57:11 dog being outside then we'll take the dog outside so I think I'm fine with that I just I remember us discussing you 1:57:16 know I don't remember if it was because of allergies and like the kids 1:57:22 might the kid that has the allergy or the teacher that has the allergy might come into that room later that where 1:57:29 that dog is and that's why we had set a specific area of where the dog would be 1:57:34 and that's where a classroom is mentioned is under allergic reactions there on the page is that where it is 1:57:40 but any if any student or School employee assigned to a classroom in which a dog is permitted 1:57:46 some person allergic reaction the Handler will be required to remove the ants it isn't it really just room though 1:57:51 I mean it could be any room right as it is probably charge decided that 2:05:26 I was going to return to work I want to work I want to help people and we have family in Nashville two grandchildren so 2:05:33 ideally we were going to come back to work I was going to come back to work get closer to our family so Michelle 2:05:40 could help our daughter our son-in-law travels professionally as a musician 2:05:45 uh about November I was watching the t-o-s-s toss Tennessee organization of 2:05:52 school superintendent's website for openings and about November early 2:05:58 October Miss Gilbert was very kind to give the board a lot of notice about her 2:06:03 intentions I saw a job I sent a resume to Mr Wayne Qualls 2:06:08 and I'll say this I can't go any further swine quals is a consummate professional 2:06:16 is a very knowledgeable person and no one loves Hickman County anymore and no 2:06:22 one loves Hickman County Schools anymore Mr Wayne Qualls so I'll send him a resume he called me 2:06:28 he said he wanted to meet me halfway to talk I said I want to meet halfway I want to go to I want to go to Hickman 2:06:35 County I want to come and see your county I didn't know Mr Clark I 2:06:40 I don't know I didn't know any of these people on the board 2:06:46 I poured my heart and soul into what I did I've been a superintendent for 21 years 2:06:51 I poured my heart and soul into what I do I poured my heart and soul into 2:06:57 learning everything about this school district that I could learn so I would be most prepared 2:07:03 to not only win the job but to serve this County well 2:07:09 and then somewhere along the way for reasons that I don't fully understand 2:07:15 the process became contentious it became divisive 2:07:21 and is spilled over on me and I hadn't done anything to anybody 2:07:27 I just I'm just a guy who wants to come here and do what's best for children I'm 2:07:32 just a guy that understands that bus drivers cafeteria workers teachers aides 2:07:38 and teachers every one of them is a hero and every one of them should be honored 2:07:44 and supported I want to come here and help children I want to help teachers 2:07:52 but I'm gonna tell you what divisiveness is a cancer 2:07:57 it leads to fussing and fighting and failure and I don't want any part to do 2:08:03 with any three of those things I don't want to fuss I don't want to fight and I don't want to fail 2:08:10 and I'm human and I'm weak and I take things personal sometimes when you pour 2:08:16 your heart and soul into something how can you not take it personal I took it personal 2:08:22 I took it personal and then I'll let that affect me 2:08:30 and I started thinking negatively and I'm gonna tell you what I was wrong because there's a lot of positives in 2:08:36 Hickman County there's a lot to be proud of and there's a ton of potential here 2:08:42 I struggle with it and with a heavy heart because I want to go back to work 2:08:48 I want to be near my daughter and my grandkids and my son-in-law 2:08:53 I decided that I don't know if I don't know if I started doubting myself I 2:08:59 don't know if this could be Unified it's all withdrew 2:09:05 and then I was swallowed by a whale of regret 2:09:11 it's kind of biblical I'm swallowed struggle with it 2:09:18 prayer led me here prayer led me to struggle with it and then last Friday 2:09:24 look I I have uh I need to apologize to the people who 2:09:29 were kind and supportive of me and they some of y'all in this room I appreciate it and last Friday I got 2:09:36 contacted by text and followed the job's still open talk to Mr Wayne Qualls 2:09:44 I called doing the heavy lifting 2:10:31 the bus drivers the teachers the administrators education has never been more difficult than it is right now it's 2:10:39 hard it's hard my only agenda is to build relationships with everybody 2:10:45 I can students teachers community and make Hickman County Schools a better 2:10:50 place it's a good place and I'm sorry for taking it personal and I'm sorry for 2:10:56 letting that cause me to have stinking thinking and I'm sorry for withdrawing and I would like to say to the board 2:11:03 if you are able to forgive me and if you present me the opportunity to 2:11:08 be your next director of schools it will be my honor and I'll promise you that I 2:11:14 will do everything it with my heart and soul to do the best job I possible 2:11:19 for this County but you have to understand that we all have to work together 2:11:25 collaboratively I'm not the smartest person in the world 2:11:31 but I'm Fair I I I'll say this 2:11:37 I have very high expectations starting with me and I'm disappointed in myself in this process and I feel blessed to be 2:11:45 here tonight and to say this I'm going to be fair and respectful to everyone in 2:11:51 then I'm gonna say to him I 2:14:33 support you and I support your program because your program is what's good for 2:14:38 kids that's what I'm gonna say I mean I I am a very real person when I people tell me and I have to reference and back check that because people can have different 2:15:44 viewpoints people can have different viewpoints and uh 2:15:50 there there's been No Agenda with me there's no one who encouraged me to apply there's no one that coached me on 2:15:57 anything I just want to go back to work God has led me to want to go back to 2:16:03 work so John did you did you know anybody within the community not 2:16:09 negative or positive yeah like after the process and you were hired 2:16:15 were you contacted about why you should or shouldn't come here no I got some congrats I got some at that point I got 2:16:22 and I apologize to these people teachers who I had not really met 2:16:27 because they didn't they didn't the board's process was clearly defined it 2:16:33 was publicized and it included opportunities for the public to participate a group a meet and greet in 2:16:40 a town hall meeting but some teachers that I didn't know that I didn't meet contacted me and said I'll look forward 2:16:46 to working with you but no no one has discouraged me uh no one has threatened 2:16:52 me there were some people that call my community trying to dig up dirt on me I 2:16:57 mean I don't have any skeletons I have controversies I worked in a community that was 97 2:17:03 white and they had a 50-year history of playing Dixie and I got tired playing I 2:17:08 got tired of it because it wasn't the right thing for everyone it wasn't the right thing when our guests came to our 2:17:14 facility we scored touchdown Which didn't happen as often as we I wish it would have we we played Dixie 2:17:21 so so at the end of my tenure there I talked to every board member of the band director of the principal football coach 2:17:27 I think we need to move on and there's a lot of people in that community that begrudge me for that I we'll do what I 2:17:34 think is right but I am not going to operate isolated 2:17:40 I'm gonna ask Miss brace what she thinks I'm gonna ask these board members what these what they think I'll ask Miss 2:17:46 Hudgins what she thinks I'll ask Stephen what he thinks we are 2:17:52 smarter than me I just want to work and help me make things better and the next thing I know 2:17:57 I mean I got attacked and I felt I felt I took it personal 2:18:03 and that doesn't make me feel mature that I took it personal but when you pour your heart soul it's like playing a 2:18:09 game pour your heart soul into a basketball team does it hurt when you lose again 2:18:15 absolutely Harvest absolutely hers and I got to I got doubtful about it 2:18:21 this took this County and this community needs to become needs to become unified 2:18:29 for the support of students teachers and School Employees it needs to happen and 2:18:47 find a way to give bus drivers and cafeteria workers Insurance because if children don't get to school they're not 2:18:54 going to learn and when they come to school if they're hungry they're not going to learn I know that's a big obstacle in the budget I know it is and 2:19:01 I hope one day that we can get unified and convince the County Commission to 2:19:08 somehow without putting astronomical tax burdens on the city on the citizens to 2:19:14 give the board enough money to do those things I'm not trying to run your business I'm just speaking my pieces 2:19:21 just speaking my things and I will speak my pace and part of my frustration I 2:19:26 never got to really speak it during the process I'm not a bad person 2:19:33 now you can find some people that don't like me because I made decisions they don't like 2:19:39 I had if I had if I had a uh in my community where I last work if I had a teaching job and uh and five people 2:19:47 applied guess how many got the job four I mean one so guess I mean he had 2:19:52 an opportunity to be disappointed in me four but you be I'm fair you be fair you do 2:19:59 what's best for children you do what's best to support teachers I'm telling you again education has never been any 2:20:05 harder than it is right now I'm not going to ask you if you agree with that woman Miss Gilbert but surely 2:20:11 you agree with that's that's one thing the other thing is I would like to raise the ACT scores 2:21:14 so more children can take advantage of the generous scholarship opportunities 2:21:20 here in the state of Tennessee I would like to get uh what's the scholarship they go to the center of Technology 2:21:27 what's the the hopes Tennessee promise Tennessee promise the hope is the 21 and 2:21:34 the Tennessee promise I would like to get more children enrolled in Tennessee promise I want to help people build 2:21:43 Futures and I'll say this part of that is survival 2:21:50 not trying to preach part of that is sobriety many of the people who struggle 2:21:56 in today's world struggle because of dependency issues and and I would be 2:22:03 less than honest if I told you this my study of this County 2:22:10 I was superintendent in Arab City schools for 17 years there were sobriety issues and anytime a child goes through 2:22:18 trauma whether that trauma is poverty or whether that trauma is drug abuse by the 2:22:25 parents it negatively affects that child's ability to come to school and behave properly and it negatively 2:22:32 affects that child's ability to learn you got to take care of children if they're hungry feed them if they need 2:22:38 shoes get them shoes whatever they need you got to take care of children and we 2:22:43 cannot take care of children to our best abilities until we're all on the same page with the same plan working hard to 2:22:51 get it done that's a good question thank you anybody else want to ask me a question 2:22:56 yes ma'am Ashley Tawny won't let me in school I said where 2:24:16 you been so I had been in school a while how old are you 19 what grade were you in I was a ninth grade 2:24:22 so many can't come back to school because the child had no he had no idea he'd be 23 graduated from high school 2:24:30 why do you want to go to school I want to join the Air Force and and I my daddy 2:24:35 was in the Air Force I can't get in there at that time I can't get in the Air Force unless I have a high school 2:24:40 diploma so I called the recruiter and said he's right but if he has nine hours of 2:24:46 college credit he can without GED he's getting there for us so we helped him as 2:24:52 a community as a school district we got he was living at the park underneath the slide the 2:24:59 plastic slide had a Hollow Place underneath that's where the child was lit so we got him a place to live got him 2:25:06 some counseling let our school counsel even though he wasn't our student got him a free I knew the Community College 2:25:12 president got the kids scholarship he took three PE classes 2:25:20 but guess what he earned nine hours and he has GED and we got him in the Air 2:25:26 Force and I hadn't heard from him since I mean you just got to help people 2:25:32 whatever it takes help children and you sometimes you can't just help the 2:25:37 children you got to help their parents too because by helping the parents you're 2:25:43 helping the child anybody else want to ask me anything yes 2:25:50 I do appreciate your takes the bills and how they've got short term how do you plan to deal with different counties 2:25:56 problem with the discipline there is a problem with discipline 2:26:03 uh what's your name Jack Daniel Morgan nice to meet you I have a son named Jack Jack 2:26:11 I like you is how you have to deal with discipline 2:26:18 you've got to get parents to understand that the most important thing other than 2:26:24 their child's safety and well-being is their child's education and you've got 2:26:30 to get parents to buy in to help you 2:26:35 help the children behave but you can't let children keep other 2:26:42 children from learning you've got to have a school climate 2:26:47 where people understand the rules and the rules are enforced and the rules have to be enforced fairly 2:26:54 they have to be enforced fairly and equitably professional development for teachers 2:27:01 helps with that but you got to hold parents accountable you've got to hold parents accountable to get their 2:27:08 children to school and you got a whole parents accountable to get their children to behave 2:27:18 I knew there was a decimal problem you know what told me there's a decimal problem is the number of teachers that have 2:27:24 chosen to leave your District in recent years led me to believe that 2:27:31 there may be some issues with climate and the number one cause of teachers leaving is the disciple 2:27:39 I would support principals I would support principals I would help principals it's not easy it's not easy 2:27:47 it's one of those things once you it's easier to retain it than it is to regain 2:27:53 it but if you don't have it you're never going to be what you can be as a school if you don't regain it I would work to 2:28:01 regain that but I'm good with children I'm going to try to get to know what grade are you image at 2:28:06 upgrade I'm gonna come visit you and I'm gonna say how's it going and I'm good talking with children that 2:28:13 are at risk I was a high school principal I like my job I miss my job I want to go 2:28:20 back to work and this is the only job I've interviewed for since 2002. it's the 2:28:27 only job I've applied for I haven't applied I I since I left here I've called and inquired about applying 2:28:34 because I'm determined to go back to work anybody else won't ask me anything 2:28:40 I want to get to know you relationships our relationships are on the fuel 2:28:47 relationships are part of the key to having good discipline is the relationship the teacher has with that 2:28:53 child the relationship the teacher has with that parent you got to pick up the phone and call parents 2:28:59 you got to communicate with parents and I'm gonna say this in some parents really don't want to communicate with 2:29:05 you is that right absolutely you got you gotta you've got 2:29:11 to be assertive about it might be interested in that opportunity it's a 2:40:23 two-year program and hopefully will help us fill our gaps in school counselors so great opportunity 2:40:30 if you have not seen our book bus is uh 2:40:38 well it's it's on its way to get HVAC um so it's on the road but it is 2:40:43 finished and it's wonderful it's beautiful and so we're excited about 2:40:49 that opportunity and it'll be
