RESOLUTION NO. 23-27
RESOLUTION FOR HICKMAN COUNTY AMERICAN RESCUE PLAN ACT (ARPA) FUND ALLOCATION TOWARD ROAD PAVING
WHEREAS, on March 11, 2021 the President of the United States signed into law the American Rescue Plan Act (ARPA) to provide continued relief from the impact of the COVID-19 pandemic; and
WHEREAS, the County of Hickman's remaining allocation is estimated at approximately $820,163.58; and
WHEREAS, the County of Hickman has the need to fund government services such as infrastructure improvements; and
WHEREAS, the County of Hickman has secured a paving bid from Tennessee Valley Paving in the amount of $130,000 as referenced in ATTACHMENT 1, and the County Highway Department has agreed to do the necessary prep work.
NOW, THEREFORE IT BE RESOLVED, the Hickman County Commission in Tennessee, approves the use of $130,000 of the remaining ARPA funds to pave the following county roads:
ATTACHMENT 1:
- Oak Hill Road & Oak Hill Circle (1.2 miles of roadway): $130,000
- TOTAL COST: $130,000
Adopted by the Hickman County Commission on this 25th day of September, 2023.
This is the amended text. A floor amendment (Danny Clark, seconded by Todd Collins) removed speed-bump bid language and Attachment 2 and changed the total from $133,600 to $130,000. That amendment passed 9–5.
Amendment yes: Carla Moore, Ricky Murray, Keith Nash, Devin Pickard, Clay Chessor, Danny Clark, Todd Collins, Wayne Thomasson, Ron Mayberry.
Amendment no: Matthew Barnhill, Claude Callicott, Steve Gianakos, Dusty Jordan, Wylie McNair.
Sponsors argued the paving was overdue. Opposition to dropping speed bumps said children crossing to ballfields face a hazard; the amendment sponsor questioned whether speed bumps can be placed on a county road and warned they could impede ambulances.
Sponsors: Wayne Thomasson, District 3; Steve Gianakos, District 4; Todd Collins, District 2; Danny Clark, District 2
Motion: Wayne Thomasson, seconded by Steve Gianakos.
Commission action: 13 Aye, 1 Nay — Adopted as amended.
