RESOLUTION NO. 23-07

REGARDING THE PROPERTY OWNED BY HICKMAN COUNTY GOVERNMENT LOCATED ON NORTH TIDWELL ROAD IN THE FOURTH CIVIL DISTRICT

The signed WHEREAS text is not in the minutes OCR. The clerk reread the operative language on the floor: the parcel is Tax Map 021, Parcel 153.20, physically found on Highway 100 / North Tidwell Road, Bon Aqua, and the resolution would request rezoning from R-2 High Density Residential back to A-1 Agricultural-Forestry.

Floor discussion established that the county originally bought the tract for industrial/commercial use, later rezoned it to R-2 expecting sewer, and that the sewer plan stalled. Supporters said the resolution itself did not sell the land; it only requested A1 so a broader set of bidders could compete. Opposition argued it was too soon, that surplus rules do not require rezoning before sale, and that unresolved TDOT and sewer issues affect value.
