6:29 questions about uh the first thing just to see if you have questions we have our 6:34 end of the year items on our agenda uh fees such as providing the director 6:42 um and the executive committee the ability to do things like budget amendments to close out our financial 6:48 year those are typical things that we do at the end of the year I just wanted to 6:54 make sure I know we have three new board members that there weren't any questions about any of those end of the year items 7:00 that are on your agenda 7:08 great so let's talk then about the differentiated pay plan I printed off a copy so that 7:16 you could easily access it um it is in your your packet uh this was 7:24 reviewed Mr Mullins and I reviewed This Together uh to be able to because it 7:29 does impact uh the next year's budget um so there's different elements of this 7:36 plan for those of you who've done this before these are very familiar to you 7:43 um others the first element of the plan is are the 7:49 staff positions and the identification of those 7:55 uh when they will be paid out and how much um the performance component is 8:02 something that's in our board policy and it tells you how much money has been budgeted for that and how that will be 8:10 paid out and when it will be paid out 8:15 the next component is the additional instructional roles or responsibilities 8:22 um there's no changes to those and it is what um we have done previously 8:31 the education component although it's not part of the differentiated requirements that are in the uh from the 8:37 Department uh we do continue to pay for different levels of training uh 8:43 bachelor's Master's Master's 30 45 es and doctorate and then we have our 8:49 experience pay scale that will pay up to 30 years of experience 8:54 are there any questions about those things are those two last items the education experience they know they 9:01 don't affect the differentiated they budget no so they're just kind of here they're in the instructional budget 9:07 they're here just for kind of reference right yes it is a way that we 9:12 differentiate pay in the spirit in their scale versus additional pay 9:18 so did you uh you may have said this earlier I apologize if I missed it did 9:23 you collaboration with Mr Mullins on this yes sir so this is uh you're happy with with what thank you great 9:31 yes thank you anything that's impacted the next year he and I have 9:36 collaborated on are there any other questions or 9:44 concerns about any of that 9:50 okay moving right along so part of our packet also we we talked about this last 9:57 month or policy 3.600 is on the agenda 10:03 and that is about insurance um in last month's meeting we talked about 10:09 the need for a resolution um this is the completed version of that 10:16 resolution and the only changes that were made from the sample that you've 10:23 all seen through this one are in the 10:28 fourth section um to say whereas the board wishes to 10:34 retain these employees by offering retirement health and other benefits because they 10:40 do have the option if they do not take the medical insurance to get that other 10:45 benefits portion to apply to life insurance dental vision whatever they 10:52 wanted to do so we changed that I think in the sample policy it said life 10:58 insurance which is an option but it's all not the only option 11:03 so that's that how is this 3.600 in this 11:08 resolution related 3.600 is the policy that says that the 11:15 board can approve for employees to receive health care right but we have to make a change to 11:22 that 11:28 you see all you have to do is take out the word full time 11:34 yeah I mean and so it's not a big change but why would a 11:39 resolution and not just a revision to this problem we have to do a resolution it does this benefits Administration 11:48 this goes to business this goes to the council commission this will go to benefits Administration 11:53 visitors was also 12:00 about resolution I think I think we need to 12:05 about the resolution and the amendment with that resolution 12:11 okay so do you want I've just printed those off 12:16 it's okay so is it is it because the 3.600 just 12:22 says they provide group health insurance for all full-time employees it doesn't specifically say that no no that's not 12:29 what I asked if it's two other policies to be put in there so we could change that to match the resolution so that we 12:36 didn't have a okay there's no record on those policies and they're required by The Ref the no record of the resolutions 12:45 and they're required by law so I don't know how they then operate first the 12:50 school uh the school board doesn't operate by resolutions that often this is very to me it's very unusual to me 12:57 for a resolution but that's what it says a resolution okay and it's because we're changing it 13:05 to allow part-time employees yes and there is no resolution but you're saying there's no resolution that says 13:13 there's no resolution required that for the 25 out to add those between 25 and 30 hours there's not even a resolution 13:19 existing which is required so we're just gonna 13:25 spread the situation and put one forward to meet what we've talked about that's 13:30 what I to be able to for our best drivers School nutrition to be able to get 13:36 signed up for health insurance okay and we're refresh my memory what did 13:44 what is it because I missed the the last budget meeting what did we put in the budget for health insurance for 13:52 for who who are we giving health insurance too and what level we added the single 13:57 policy employee policy for cafeteria personnel and bus drivers 14:05 so what what dollar amount though uh about 40 000. 14:10 no age so is it the 7800 to go over single forty thousand to the school of 14:16 nutrition and then uh we budget for about 15 I believe 14:21 okay for some reason I was thinking there was more people than that they're in that category there's more 14:28 people in that category but when polls there's not more people that are probably going to propose okay okay 14:36 wow well that's a great job hopefully as a recruitment that's 14:41 individual fully paid Healthcare recruitment and retention 14:47 is this little king of rockets on are we live 15:03 what about what about health insurance for board members that was talked about here it did not pass it did not pass 15:11 so that when there was a vote for to do health insurance reform members yes really 15:19 wasn't thinking there I thought when we talked about it I thought we all thought it was a good idea well I think when we 15:24 were at the library talking about yeah I think it was voted on before we voted on like bus drivers and so when I voted it 15:32 was because we hadn't yet given bus drivers or have a very personal the opportunity 15:39 that doesn't feel like that's the reason I right but then we've got that exact 15:44 conversation Hospital Library yeah well we don't want to go to support membership right these 15:51 other parts yeah and we had so we voted on it for the board yeah so we did not do board meetings 15:57 we did not I can't we still yes because 16:02 I mean to me just the way it makes the job attracted from bus drivers board members is a hard to feel position 16:09 too and it's I mean it's not like you can bring it up and she can pray it's not like I even want to take it out yeah 16:16 I have insurance that I work but I think it I that's valuable complained all the time about how 16:21 there's no one ever runs that's what we discussed earlier yeah 16:28 Ron said that one of us you can bring it up or you can bring it up because we weren't present I was president 16:45 it's a good idea like I said before I think it's a good idea to build your recruitment for the next election so 16:53 it's athletic I mean 16:59 at the time when I voted no it was because bus drivers and other people had didn't 17:05 have access without it feel comfortable I mean but if you know 17:11 I would you know I would probably would need to add to the agenda or we could just bring it do we have an agenda item 17:17 that is suitable for that sweet 17:22 you can request you can do that or you can request to put it on the July name 17:28 let's just do that will you send me an email will it be too late to do that or is that 17:33 something important point of view the matter if that's a lot of what can I make people get off 17:41 your cost I don't know and I don't think it's a devoted item you know I don't think it's going to be many 17:48 the vote was three two zero two because we had two absent so it 17:56 was three years to know and because you still have to have four even no matter what you have to have 18:04 four votes Okay so so you don't just have to have a majority 18:09 yeah you have to have a majority of the majority of President majority of the 18:15 people who were present none of our votes can be uh obtained by just who's President it has to be a 18:22 majority of the membership see learn something new today 18:28 I mean yeah if you'll just email me you'd have 18:33 to have four four and then if those four voted on it that 18:38 was here then the other three so that Jordan but it has to be four members of 18:44 the board for anything to pass okay I did not know that 18:55 any other questions about that resolution so it will go from us to the County 19:02 Commission one of the other line of thinking is this needs to pass before you ask the county to do their thing 19:10 so we passed this then the county has the request to do their parting will 19:18 well let me ask you this yeah if we then want to add two award members 19:26 to insurance they don't work at least 25 hours 19:33 remember that they're they're in the brown category okay they're significant in the law 19:48 any other questions about that the only thing I want to say is I think 19:53 we need to do the policies change those policies before we do the 19:59 resolution motion to correct that take the full out 20:05 correct that and then do the resolution right yeah so they're both on there on the agenda 20:12 so yeah it's uh 5.102 and 3.62 years ago I don't know 20:20 that it makes a big difference to do that because we're doing them both tonight but 20:25 ever Heards you know they're partial read-ruth at e-sigmund 20:46 intermediate and Centerville Intermediate School um but it's actually 20:52 uh were opened last week and are very close to budget um for the first time and our architect 21:02 was here to help open those bids and has recommended that the low bidder be awarded method uh some free concrete 21:14 and they were given they were here here at the bid opening and we're told hey if there's something wrong with the bid let 21:20 us know within 24 hours we haven't heard anything so just just another question on construction when is the canopy going to 21:27 be repaired out there at the elementary school it's the insurance thing right it's Insurance yes sir it'll be passed 21:33 through with insurance concerned for it is expected repair anytime soon 21:40 um I feel like it is you don't like the purple look um but yes it's a it's an insurance 21:47 classroom as the other construction trying to 21:53 experience as Jim floors currently being installed um removal of equipment at East segment 22:00 Elementary uh to repair the sewer so everything's proceeding as planned 22:08 included in your packet also is the the golf course mou that is for uh 2023 22:17 2024 spoke with mayor Jacobs about this uh he is not recommending any changes 22:26 um we pay a fee to be able to close the course during matches that fee also 22:31 allows for our middle school teams to uh 22:37 have a very low cost to use those to allow them to see if they like the game without being paying that Junior 22:43 that Junior pass it requires no additional fees when they go out there to play right that's great 22:49 for five it's a small five dollar fee and up to 10 get it for free yeah up 22:56 to 10 then everybody else that's a party bothers me I don't know just if you get there late or something no that they go 23:03 by roster go by roster yeah [Music] 23:09 I'd say close to 10 maybe lower than that right that's lower than that okay so it wouldn't the kids aren't 23:15 paying anything and if they are the school same time 23:22 well how many we got using that about 10 people 10 students per School per middle 23:28 school and in the hospital high school and then the high schoolers they do have to have a junior pass because they're 23:35 out there a lot more and by then you've learned if you'd like to support or not and you have clubs and you have so that 23:42 Junior passes yeah about 40 people then 23:47 September school probably I'd say yeah 23:54 so that is included in your package for this for this month's agenda any questions 23:59 about that 24:05 okay um so the dog policy is back up again 24:12 um it's our last meeting 24:18 Miss Shelton have you had any other updates no and you said that you sent it 24:23 to our board attorney and you had some but yes our board attorney 24:28 um did want to address just a couple of things and she 24:35 thought that we should add a component uh for School Employees allergies as well as 24:43 students um to make sure that that was that that was brought up 24:50 um she also mentioned um 24:56 when we do the administrative procedures that we need to clarify who is going to 25:03 be designated if the dog handler goes to the restroom or goes yeah it's 25:10 out sick or something I don't know but if the dog handler happens to not be in 25:16 the building who is 25:25 this is and she said you can put it in procedures um 25:30 and she thought that the the employees allergies uh 25:37 should be addressed as well so do we even want to vote on it then do 25:43 we want to wait until we get yeah add that first 25:52 I'm surprised we didn't think of that we could take something about employees 26:00 it probably got changed around since we changed it so I mean so the changes that 26:06 you guys suggested the last meeting we put those in as well and sent that back 26:12 to the SBA and said no problem but I know Mr Hamilton mentioned um had been sent to our board attorneys 26:19 so that's why that Michelle sent it to her as well so that pretty much all she 26:25 was concerned but was that one issue yes and she uh she said in the beginning in this general 26:32 statement she said um on this the statement that says we believe she said I feel like it's a 26:39 stronger statement to say uh we recognize the importance 26:44 and what this can do will provide positive and welcoming environment uh she said just and she said that's just 26:51 the mandic she said so it's not anything legally she said but I don't think it makes a stronger statement she did say 26:56 that you know with injuries she said you can put that in your policy I'm not sure that it's really gonna 27:03 prevent someone from not holding you accountable um she said it's kind of like we can 27:08 tell somebody uh if you're riding in my car you're not I'm not liable but if you have an accident you're going to be uh 27:14 so she said just make sure that they're aware of that you can write that on your paper and put it in your policy but I 27:20 don't know how to do I don't think it carries anyway yeah she did not she did not either she said but if Tennessee 27:26 risk management has found off on it then then your carrier has signed off on it 27:35 I read it I guess so can we just change it on the blind yeah because it sounds like a 27:42 reading yeah supervision and Care since the Handler 27:48 is solely responsible and I think you can just on this section 27:54 that talks about allergies and and then she said that we could um 28:02 take care of the supervision and care in the procedures of what happens if the 28:10 dog handler sometimes for whatever reason is not available 28:28 so so where will we put the employee 28:35 allergies I think you can put it in the authorized areas that's where it's addressed 28:45 or an allergy student or employee allergy I think you can insert it's a tsunami in the areas 28:52 where parents started a concern or allergy on the permission form or a foreign employee 29:06 or you can put it in the allergic reaction section well it's kind of already in there 29:13 and it says if any student or School employee yeah it says that I mean that's already there 29:20 I mean I guess it's it's it would be best under the authorized areas it's where is 29:27 like number eight says permission form letter we've sent home parents and Guardians to 29:35 check her allergies and express any concerns so so an employee is going to have to 29:42 so employees will then have to um 29:48 declare their elements also as well is that is that data that we even had 29:55 no I think you won't have to be part of your procedures that declaration by the employee that they can so down here on 30:02 this authorized areas yeah can we can we ask to declare 30:07 analogy if they don't want to be around the dog I mean 30:13 instead of medical piece of medical information that is supposed to be confident 30:20 that we're not talking about information yeah I think you're the employee would share it if it was a problem not you 30:27 know oh I'm just asking can we ask for it I think they would probably tell us 30:32 I'm sure they'd tell them yes that's not the question is that can we get in any 30:37 kind of legal trouble because we're asking for it 30:46 it shall not be in areas where a parent or an employee noted a concern or an 30:51 allergy that's right 31:00 all right so so our attorney said you need something in there for employee but she didn't say 31:05 what she [Music] 31:10 I mean I'm starting to feel like yeah she said I mean didn't she give a 31:15 recommended language 31:33 apparently says employees may also under authorize area employees may also notify their 31:39 principal or supervisor of allergies or other reasons the dog should be excluded from their areas of work visitors to 31:46 campus will be notified of the dog's presence on campus so that's her record she likes it if I like it 31:55 very long 32:06 what do you know about the form though for the parents yes 32:23 okay any other questions about time also in our board packet for tonight are 32:29 our salary scheduled for 2023 2024. uh what was noted in there 32:37 um was your six percent and that six percent remember we said plus the steps so there 32:44 it was six percent for the step so they're getting more than six percent because they were going to get their set 32:52 um and it also included the 3 000 for the support staff that was direct 32:58 to the compensation 33:05 and that's just for this year right that's just this year's 33:11 six percent for 2023 right it doesn't it doesn't like carry on like six percent every 33:17 year it's just this year okay leave it alone 33:24 you know yeah but I'm just making sure that would not be a six percent increase next year yeah yes 33:37 that's right budget year to budget years well we get together yeah 33:42 yeah yeah 33:48 okay does this so John does this work with your plans 33:55 and yes you look at this yes with this uh 34:02 this Gilbert and Mr Elkins have been very gracious and very collaborative so 34:07 yes 34:15 so I I didn't get a chance to be honest with you 34:27 so there are 34:34 so on bdp salary schedule which I feel like shouldn't call it be 34:39 but take your showers the old hat is Die Hard I'll change the 34:45 time it's really not 34:50 it's not anymore so to this to this verse sheet the VP 34:59 you said there's a six percent got applied everywhere to average item on 35:04 there was increased by six percent so every number in this whole grid is that okay 35:10 and then what about principal assistant 35:16 principles like that yeah our third grants than a six percent increase okay 35:22 what about central office and deputy director salary 35:31 they're all are based upon their uh the teacher salary schedule so they're all 35:37 in they say oh so this formula starts with the teachers 35:43 principles and for uh supervisors now the principal one is actually not 35:51 based off of the teacher yeah 36:00 did any of these supplements change gee 36:07 so that's what they were before or they do yes the only difference is at the 36:13 bottom we did not have a separate Deputy before we do now that's in there 36:19 the supervisory responsibility that local park down there 36:25 did have a 1500 first year and a 3 000 every year after we just took out the 36:31 1500 uh and made it three thousand period That's the only change 36:39 um oh okay so that first page is just 36:45 Deputy directors and the next page is supervisor South yes okay because this the formulas are different 36:54 I guess this is good times Xanax are you happy with the wording on May the 8th motion 36:59 or that you made it uh a motion to approve the four percent rates for certified 37:08 three thousand raise increasing 40 support staff 37:13 not exactly what you said you said 37:18 where's it down about it's withdrawn yeah yeah so the second 37:26 motion was for six percent 37:34 some of it a little bit unaudible but that's what I pulled out that you said 37:39 anyway I've got questions the 37:48 it appears that the minutes on May 9th are vague and incorrect okay Mrs May's 37:54 motion did not use the word raise as the minutes indicates but we're in a motion to indicate for the base salary schedule 38:00 uh sometime referred to as the BEP salary scheduled to be altered to 38:05 reflect a six percent increase for certified licensed personnel 38:11 motion was intended for a certified licensed Personnel to only receive a six 38:16 percent increase to each individual current wage for the 2023 school year 38:24 that thought was this for everybody to report up if you want to read it or go along with me 38:30 kind of and if you want to make a change to the 38:35 minutes you can just make a motion in the meeting to do that is this um surrounding this approach presents no 38:42 this is it's kind of an explanation think what was going on the 38:48 I'm down before it says 2023 24 school years the motion also intended for the 38:55 non-certified personnel which includes but not limited to Transportation Food Services educational assistance office 39:01 Personnel maintenance and so forth because that's what we were discussing at the time uh excluding the directors I've said 39:07 departments to receive a three thousand dollar pay increase on each individual's current wage in addition to making 39:14 medical benefits available and the board will pay for the medical insurance for 39:20 all non-certified employees if the non-certified employee chooses to partake at this benefit a motion further 39:27 intended for the non-certified base salary schedules to reflect the three thousand dollar increase one time to 39:34 begin on July the 1st 2023 is 3 000 base schedule change will remain at this 39:41 amount until the board makes future changes and uh 39:46 the other let the minutes reflect the board's motion attend May dates especially called budget meeting and to 39:52 be revised is stated above and to be presented at the July 23 regular board meeting for approval uh 40:00 this is this surrounds the conversation that we were talking about at that time 40:06 so so this is a lot of words can you give me the one sentence Cliff Notes 40:13 that's basically the discussion behind it so I mean that the actual motion was 40:19 a six percent or license for certified Personnel okay and then three fat three thousand 40:25 through the step yeah just full clarification because we said this from the beginning that that six 40:32 percent for most people was averaging out to a seven percent because it was 40:38 six percent is income 40:43 so that's just a six percent weight right 40:55 so this looks like 41:00 to the it wasn't decided to give the medical 41:06 insurance benefit to all non-certified employees for bus drivers of cafeteria workers because 41:13 that's a different size group the rest of them already have the rest of it already have it but not at 7800 or 41:19 whatever it is yeah if they were full-time best job as you 41:25 can hear it because they're not pulled up correct uh 41:35 you also Mr campus if you wanted to could make a motion to add this as discussion 41:41 uh we could put it after the segment the motion was seconded we can add this if you wanted to because 41:50 if I was just going to make you this up it's kind of worried make it as uh let many reflects the horse motion attended 41:57 on the May 8th and give you that for you to put in it so I think I think I personally thought and 42:05 I I think even about what Christie just said about is this just a lifetime thing 42:11 I thought it was just six percent above what this it was now 42:17 and it didn't that amount didn't carry on to next year that's the way I took it 42:24 that we were giving them a six percent this year but it didn't carry on to next 42:29 year the way the salary schedules are being done is that six percent is going to carry every year it's not going to 42:36 raise every year six percent but you changed it from 41 000 to 44 000 42:42 beginning so that forty four thousand is going to be next year and the year after that and the year after that until we of 42:49 course we have to go up to fifty thousand but that six percent is going over here I 42:55 thought that it was just gonna be a one-time bonus not really not well I 43:04 don't but you can't like I mean you're good but you can't like give a heart and then take it take it back then yeah if 43:11 it if it's anything other than that then a raise whatever word you want to use is 43:16 a bone and okay bonus is a one-time thing yeah I think it is unless the word 43:22 bonus was used understood 43:27 Elkins when he said that it would be on top of this step and then so it'd be 43:33 like a seven percent and that's why I guess I haven't understood well every year we have to re-look at yes your 43:40 salary so we may not give them uh make sure they may not get six percent on top of but but this will never go down right 43:47 right yeah I mean that's a chance well that never never is a very strong right 43:53 yeah it's about to say next year and year for that in each year whoever's on the board will have to look 43:59 at what the funding amount is Right consider how much they want to go into Bond balance decide what they want to do 44:05 with it you can't predict what the funding is going to be anyway right now standing in 44:11 three years you'd have to be at 50 000 on the matter right so um 44:17 yeah it was the intent to go with the six percent even though the word raise may not been 44:24 used 44:30 was not there okay race is not in the audio he can look at 44:35 2.2 hours and eight minutes and 40 seconds into it right it's not there okay so right this way I guess well if 44:45 you're talking about a four percent yeah yeah it's a it's an unemployed term I 44:50 guess yeah so where are you are you okay that's what I'm asking you guys that 44:57 this is kind of the content behind it 45:18 the old bonus is like the only word that is used to being it's a one-time thing if you want the discussion behind I 45:25 don't think it changes anything okay make a motion yeah just put this in there for more clarity okay I I don't 45:30 think that's a problem that could be 45:46 and if you want to approve the minutes with this amendment we can go in and 45:53 change them in the morning you know to reflect so the question I had is I'm back on salary schedules 45:59 the supervisor salary formula you know it's a formula it's 46:05 it's got headers and supplements all these different things I 46:11 want to say at one time we were we were in a situation to where 46:18 a supervisor a supervisor's salary 46:23 will do the same or less than a principal salary maybe I'm recalling that wrong 46:29 um because because the principals had one kind of maybe whether one of you guys the principals have a schedule yeah 46:35 whereas the supervisors have this formula and the the comment I had and 46:40 this was a year or two ago the comment I had on that was you know if if you're going to attract 46:47 people to work at central office you know I think in your case almost 46:53 everybody who works at central office was partly a principal so if the principals are kind of your pipeline to 47:00 the central office jobs um and if you make it to where the central office pay scale is lower than 47:06 principal you're probably going to have an empty pipeline of people to work at central office I guess I should be telling you this 47:12 so that's kind of what I recall from a while back but I don't know and you can't with being a formula I don't even 47:18 know if that's even the case I just seem to remember I think our supervisors 47:28 we had brought that I'm getting some no not everybody is because 47:36 depending on where you are on that BEP scale because that's your base that's a formula so depending on where you are on that 47:43 feature scale how many years experience you have that impacts 47:48 going forward um but is this well like when you get to 47:54 this supervisor salary um 48:01 so inspection it's based on that BEP scale plus this formula right yes yes so 48:07 you're it's a what's your additional logo which is that down at the bottom 48:13 and then then times 1.2 48:18 and then a system-wide supplement and then you have your academic responsibility and your financial then 48:24 and all of them don't have that I just and and I haven't done the math to know 48:30 if this is the case but let's say you got somebody who's the principal has been principal 20 48:37 years and you're like uh Hey principal I'd like you to come work at the central office and then they 48:42 say yeah that sounds like a great idea I want to go work because I want to work central office and then you look up to the tent like but it's going to be a 48:48 fake up for you because this formula I just want to make sure we're not invested quick uh depended on how many 48:54 years of experience now if you're talking about 20-year veterans probably not going to be a problem but if you've got somebody who's fairly new on that 49:01 teacher scale they may not make as much as other principles or support for more of the 49:08 experienced people you think is not an issue I don't think it's as much of an issue okay I just recall 49:15 yeah we have looked at that and requested and look at that several years 49:21 ago about doing a seven River Flat not flat but a similar 49:26 schedule principles and death to the supervisors and at that point in time the board 49:32 so they would prefer not to do that just happened approached it since then and that's when 49:38 we were looking at everything in comparison of Williamson County and the Kia County Roads okay 49:46 so um there's 49:54 so these other I don't know some Pathologists or psychologists they're all based on them 50:00 they're based on their BEP so they would have went out six percent to six percent yeah 50:06 but none of the other multiplier 50:11 did the nurse scale the RN scale is based off of BEP uh the 50:18 LPN we did at 3 000 support staff of the RN 50:25 on this channel uh based on the btp really so uh so our ads are paid just 50:31 like their teachers 50:40 and that has been so that was that was about 10 so the 50:45 LPNs and this other chart here on uh when they get paid that was their 50:51 whatever you experienced plus three times so this this is one they got the three thousand though I have them with 50:57 support the way we understood them I think it was that they would have a 51:02 three thousand dollar increase stock to the stat about a three thousand dollar increase from where they're currently at 51:09 to what they would think next year and that's how I adjusted those States and 51:14 does that go for pretty much LPN and all the rest of these supporters 51:20 yeah they're with all of the agendas and everything that we have to do I would take that off 55:27 a word session and make it into a regular meeting 12 of them 55:33 13 board policies I mean were swamped as it is about that today because this 56:01 morning I was just looking at the proposed schedule because we'll finish our two-year review in August the next 56:07 year so we'll start again and I and the month I started with it was October because typically we do just do a work 56:13 session in September and not a voting on the on the policies but I was just looking at that today and there are some 56:19 months when there's 13 policies we just started that 10 years ago right no this 56:25 is our third time six years six years we discovered some 56:31 today that somehow another we missed so I have emailed Jennifer white to SBA 56:37 about uh the ones that have to be reviewed annually we need to make sure that we are getting them in every 56:44 in in one year's time did you find any more than the two I did not but I reached out to her too 56:49 to make sure I didn't go through all of it you know 56:54 the content to give you uh some back uh the board 57:01 if you'll remember back when I first started the board chose to make that September 57:08 meeting a work session and I believe at the time it was our 57:13 policy says that officers are elected at the third regular board meeting can do it it held your meanings when you want to but the reason that one is a work session uh it's because that's 57:57 what the board chose to do at that time to give the new board members time to that but it did 1:44:27 and he and Mr Bill Everson who was director of schools at Bell City at the time started organizing the ingredients 1:44:35 school systems to bring some awareness to inequitable funding in Tennessee and 1:44:41 they filed what was called a small schools lawsuit and it began in 1988. I was in the auditorium out here Mr 1:44:48 quality speaking we were having an introductory uh I guess it may have been my first year first or second year and 1:44:55 he was speaking to all the faculty and staff and the Electoral at the high school and he said something big is 1:45:00 about to happen but I can't share a whole lot of weight and that kind of peaked my ears a bit 1:45:06 but as a green teacher an educator at the time it really didn't seem as 1:45:11 important to me as it did for me to be thinking about my students in classroom and getting ready for the school year 1:45:17 but he brought up some interesting points and I still remember and he made this statement he said if this goes 1:45:22 through and the small schools lawsuit is passed by the courts it's going to feel like Christmas to you 1:45:28 in 1992 Chancery Court enrolled in favor of small schools and he continued on since 1:45:36 then because of the actions of tsse we've had the BEP placed in into the as part of the 1:45:43 funding model we've had a teacher of Equity Funds we've had the attached receiver portion of the funding model 1:45:50 put into the BEP now in recent years in 2015 Shelby County filed a lawsuit 1:45:57 against the state of Tennessee the first lawsuit with small schools was 1:46:02 about inequity in other words our piece of the pie was too small for Rural 1:46:09 school systems we were getting an equitable Equitable amount and I can tell you that if you think of it this 1:46:16 way if um you know tax base is a lot of especially Wayne County Hickman County is pretty 1:46:22 much the same property taxes local sales tax local option sales tax is pretty much what funds our school systems 1:46:28 nothing I'm wearing tonight I could buy at Wayne County okay 1:46:35 I have to go to to Madison County which I live in Clifton so I go west to Jackson probably many of you go to it 1:46:42 when I lived here because it was a big mall there it's time so we had to travel somewhere and 1:46:49 those dollars or sales tax dollars that are deteriorating spent in certain counties the education 1:46:55 apartments in those counties receive a portion of those sales tax bonds that we spend in other places because out of 1:47:01 necessity and then there's more funding for the schools and that's how inequitable funding occurs and so 1:47:10 without the direction of the former directors of girls school system that recognize it's important that our kids 1:47:17 get the same education or the same opportunities available to them as they would in Wilson County Rutherford 1:47:23 Davidson Williamson and so on they challenged the funding models and 1:47:29 uh we're all reaping the benefits of that and uh you know these lawsuits have 1:47:35 continued and I referred back to 2015 there just a moment ago Davidson County filed a suit uh Shelby County so 2017 1:47:45 Davidson joined in and at some point probably around 2018 19 tsse joined in 1:47:51 as an intervener because what did the courts had decided in the past had helped small schools 1:47:58 wanted the two larger school systems in the state of Tennessee wins a lawsuit and it has a negative impact on Rural 1:48:04 school systems we had to get in and anytime you get into a lawsuit 1:48:09 it costs money it cost to do this I encourage you you know to maintain those membership dues 1:48:16 TSS is very very important it's really important the the salary Equity money that Hickman 1:48:25 County receives annually is 240 878 dollars due to tsse annually 1:48:35 his news is not even a fraction of one percent and so it's important that we maintain 1:48:41 that solidarity with rural school systems so that we can guard our 1:48:47 financial statement questions do you have this is a 1:48:53 different I want you to calculate differently say in the past 1:48:58 although if we had a flat feet right so let's see now just to set them 1:49:05 out 1:49:17 that's what I've received every year but ourselves just around 1:49:23 remember yeah it was three thousand something once yeah uh Wayne County I've received 1:49:30 the same views type notes it's based on ADM 1:49:36 see a portion after that how many counties Tennessee are members we have 1:49:41 86 member districts wow and when you you know it'd be hard for Higley County or Wayne County to go to 1:49:48 Capitol Hill and legislature sensation and say try to explain something we're not going 1:49:54 to we're not even going to shank a bush but when you take 86 School Districts up there and you say this is organization 1:50:00 that represent 86 School Districts you shake a tree you get an opportunity to get at the table in the governor's 1:50:07 office get an opportunity to get into legislators offices when you save your represent 86 School Districts 1:50:14 so this this ongoing legislation right now is really kind of that you're talking about where you're intervening 1:50:20 on this community lawsuit with Davidson and Shelby county is that is that what 1:50:26 we're paying for with this membership fee the attorneys for that yeah I say a good bit a portion of that yes it would 1:50:32 be yeah and that is in our interest because 1:50:37 that lawsuit could undo some of the responses it takes it protects the fiscal stake of small students yes very 1:50:44 important now now this you gotta think about it's two 1:50:50 large smooth Systems this is what pushed the new Tesa funding model 1:50:55 that's what forced us having the additional one billion dollars that the governor has put in it and that's not 1:51:01 total tsnc but if tsac was not involved the tax receiver split portion to the 1:51:08 new funding Model T set would not have occurred 1:51:13 because we were lobbying there to see that 1:51:26 thank you continue um they are chosen by their schools right now to go to this yeah World 2:15:01 guidance counselors and they have a sponsor each year that goes with him but under this program no you could just do 2:15:08 it then we could be the ones and choose them if we wanted to it could be whatever you wanted it to be 2:15:14 pick it up and write a resume and send it in if they were interested that much 2:15:19 or they're already under the scope program they're already some students that are involved in learning yeah they 2:15:27 recognize I want you to leave the conference this year at um they recognize 2:15:42 Hickman County is allowed to per High School uh now you don't have to have that many on the board uh that's up to 2:15:49 you but your your show conference you would still want to be review and then to vote on their Top Choice 2:19:10 um we currently are using one of the top three choices connect for learning it's 2:19:16 through Kaplan uh we have been using that in our classrooms for almost five years and I gave you some information 2:19:25 there as well it consists of six units of study from connecting with school and 2:19:32 Friends their environments how structures are built exploring museums throwing a home garden and how we've 2:19:39 grown this is an interdisciplinary curriculum which means it includes math 2:19:46 science literacy and also a behavior management piece where it talks about social skills for our young kids and how 2:19:53 to develop those skills when thinking about that it's based upon the pyramid model which we are required to teach in 2:20:00 pre-k and the pyramid model talks about how students can self-regulate how they 2:20:07 control their emotions how to ask for help how to share the simple things that they may not know that they learn to do 2:20:14 before they come to school and we teach that in our pre-k program 2:20:19 um so when I got back the results from our principles and our teachers it was 2:20:24 unanimous if they would have to continue with connect for learning 2:20:30 strengths through our scope of services in the bpk program we do have to teach a 2:20:37 curriculum that is approved by the tdoe and like I said this one high scope and 2:20:43 created pre-flung were the three that were upgraded by the tvoe released to us on May the 23rd shared it with our folks 2:20:51 and then um they've had some a little bit of time to review maybe a week and then to let 2:20:57 us know what our their choice was and I think that the board agenda was 2:21:02 published before I could include the name of a curriculum free movie I think Mr Mullins might have or Miss 2:21:09 Gilbert shared a link with you today or yesterday or sometime to look through 2:21:16 the different components of the curriculum 2:21:21 I've been they've been using it for five years she has so and then I'd have to ask do we have 2:21:29 we do not I think we have a statement that says that it's in compliance with Tennessee rule on prohibition we do we 2:21:36 do do not have a statement the tdoe in our contract um 2:21:42 they went through that process to pick the top three ingredients I have reached out to the vendor to see if they have a 2:21:51 letter and I have not heard back from them and here's we talked about it today is that 2:21:57 well your Pre-K kids are not going to be reading any there's nothing here for them to read and all of our teachers 2:22:04 already know that it's against the law for them to uh 2:22:09 to teach the critical rights Theory or grab anything it's a prohibitive I mean 2:22:15 there's it in the law book there's a whole big section on what they can't they say and if they're not aware every 2:22:23 new teacher and everyone should be made aware of it they cannot be approaching it so uh yeah I mean I just looked into 2:22:30 a few of the books there uh didn't seem like there was was anything in it about it it's totally the books are totally 2:22:38 for the teachers there's some electronic programs I didn't get a chance to look at them uh 2:22:44 planning programs that you can put your stuff in but it's 2:22:50 even it's a teacher it's the total responsibility to take her there and 2:22:55 it's most of this stuff here is tactile and visual stuff for kids most of it's 2:23:00 It's manipulative manipulative base and Center base because that's how they do all their learning that's what's developmentally appropriate virtual a 2:23:07 four-year-old and sometimes we have three-year-olds based upon our enrollment um and so all of that information uh I 2:23:15 think it's on inside your packet I gained maybe on page 10 some of the page numbers cut off the other piece that we 2:23:22 teach is we are also required to teach a Founder approved foundational skills 2:23:27 program and we already do that we teach what kindergarten first and second teaches the Tennessee State approved 2:23:34 foundational skills program South first that's kind of in unit one here yeah and we have to teach that it's kind of like 2:23:41 we talked about on the left and even the eighth grade in the U.S teach your kids what you expect out of in the beginning 2:23:48 of the year and syllabus for your class and stuff so kind of kind of goes along 2:23:54 what a teacher should be doing anyway so so the prohibited concept 2:24:00 an instruction law it has nothing to do with textbooks I mean it's instruction so you can buy textbooks that don't 2:24:06 contain any of the prohibitive concepts and if you're still teaching it you'd still be invited so uh and you can buy 2:24:14 it with it not in there or either way I think most of your teachers already 2:24:19 know not to it's just my opinion that 2:24:25 before we approve some instructional materials 2:24:30 we should get confirmation of that that's my opinion I've said it before 2:24:36 do I think there's any in this precation no I don't but I think it's as a general 2:24:42 procedural method step um 2:24:47 I think we should get the downstairs um 2:34:05 so uh and the cost of the maintenance because of their age 2:34:14 of Maintenance of those because of their age and also the overages that can be 2:34:20 applied to those uh are extremely high this five-year 2:34:25 lease would provide us new machines for five years if we replace all 15 which 2:34:32 we're not sure that that's what we'll do yeah based on usage there might be a couple that we or lack of usage that we 2:34:40 may get rid of just on the maintenance side it will save us about seventy two hundred dollars a year 2:34:51 over to calls the older the machine is the higher the 2:34:57 overages cost is this is a contract that is a state contract that is was 2:35:02 negotiated through Metro Nashville Public Schools and so it was being piggybacking off of that experience 2:35:09 yeah he's made by so many sheets it cost us 2:35:15 thousands of dollars there are 10. there's an overages part that's on that if you go older it can cost you 2:35:22 thousands thousands of dollars then at the intermediate school at East we went quite a bit over on 2:35:29 on the cost of of those why did we do that I could another machine been bought 2:35:35 to prevent that uh should we have leased more 2:35:41 seats that's what we're trying to address now uh um and so we believe this will take care 2:35:48 of it in multiple ways we report that or it's reported annually we are requesting 2:35:55 at a minimum that uses be reported quarterly if not monthly and I think we 2:36:01 may go monthly on some of them so that we'll be able to address that before that becomes an separate bid and where this gentleman can bend again I mean I 2:48:22 I like the idea of let's go execute on one of these jobs let's get it done 2:48:27 so much money we got left maybe some more but make instructional 3:07:05 shifts and that's already starting to show in our lower grades and the results that we produced in third grade 3:07:12 kudos to our administrators our teachers our support staff that have made those changes for 3:07:20 Hickman County to be in the top third of states in third grade reading there's 3:07:25 lots of work to do and lots of work still to be done but I'm extremely proud 3:07:31 of our Educators our support staff and our community for working together uh we made it through a pandemic 3:07:38 we face an unknown situation and we face 3:07:44 it with dignity with consistency we showed others how to navigate through 3:07:50 difficult situations by working together we were able to provide our families and 3:07:56 our students the consistency of knowing how to face the unknown and able to do 3:08:03 it very well from late night and early morning road condition checks Stephen and I start at 3:08:09 three o'clock in the morning if you've been wondering to flooding 3:08:14 to opening schools without potable water this job has never been boring and it 3:08:22 has never been dull and it has since been something in every day uh I have the very best team in the 3:08:29 whole world I can't thank you enough and I have the very best family that has allowed me to do this and 3:08:36 allowed me to sometimes neglect them so that I can be with other people's children 3:08:43 uh thoroughly enjoyed every single second of watching our children I've watched him perform plays I've 3:08:50 watched them play countless games of sports I have yelled at officials I have done 3:08:58 all the things and in support of our students um I have applauded their Awards and 3:09:04 their efforts I've seen them rise to the top and I've seen them struggle as they learn through adversity 3:09:10 so this is my final four meetings and as I complete this journey I just am 3:09:19 thankful and I'm grateful for the opportunity to serve as a leader in the school system Bittersweet for me and I thank you for 3:09:26 the bottom of my heart for the support you've given me over the years um I love Hickman County 3:09:32 and I wish our schools and Community all of
